Description
The Department of Navy, Space and Naval Warfare Systems Center, Pacific(SSC Pacific), intends to issue Request for Proposal (RFP) N66001-11-R-0105for Intelligence, Surveillance and Reconnaissance and Information Operations(ISR/IO) Systems Engineering, Software Development, Test and Evaluationsupport services. SSC Pacific requires additional capability for systemsacquisition support, project management, basic research, systems engineering,systems requirements analysis, planning, development, integration, testing,implementation, and life-cycle sustainment of both software and hardwaredirectly related to emerging technology, existing and emerging ISR/IOsystems, system security architecture and technology, and C4ISR systems.These programs include effort in the following areas: (1) systems engineering;(2) prototype development, emerging technology identification andinvestigation; (3) software system engineering including requirementsdefinition, technology development; integration, user training; (4) softwareconfiguration management, laboratory and field test and evaluation. The anticipated action will include multiple (5-6) indefinite-deliveryindefinite-quantity (IDIQ) contracts with cost-plus-fixed-fee (CPFF) pricing. The periodofperformance will include a three-year base period and one two-year optionperiod. The estimated level of effort is 182,400 hours per year with anestimated total dollar value of $99,994,961. Awardees of contracts under thissolicitation will compete for orders pursuant to the ordering process at FAR16.505(b). The North American Industry Classification System (NAICS) Code is541330 Engineering Services, and the Small Business Size Standard is $27M.Security classification will vary from Unclassified to SECRET classification.Thisrequirement will be fulfilled using full and open competition with incentivesforsmall business participation at the prime and/or subcontract level. Thisrequirement is a follow-on to an unrestricted solicitation that resulted in theaward of the following four contracts: N66001-05-D-5039, General Dynamics;N66001-05-D-5040, L-3 Services Inc; N66001-05-D-5041, SAIC; and N66001-05-D-5042, Northrop Grumman. It is currently anticipated that RFP N66001-11-R-0105 will be released on orabout 28 February 2011. The solicitation will only be availableelectronically.Electronic copies of the RFP may be obtained from the SPAWAR E-Commercewebsite at https://e-commerce.spawar.navy.mil under SSC Pacific "OpenSolicitations."
