- The Joint Project Manager for Nuclear Biological and Chemical Contamination Avoidance (JPM NBC CA) will host a CLASSIFIED Industry Day to cover future efforts on February 24, 2011, from 0800 to 1200 Eastern Time. The Industry Day will be held in the Edgewood Conference Center, Building E4810, in the Edgewood Area of Aberdeen Proving Ground, Maryland. The JPM NBC CA is interested in evaluating the state of technology used to protect against Chemical Warfare Agents (CWAs), Toxic Industrial Chemicals (TICs), and Non-Traditional Agents (NTAs) in support of the Chemical Biological Radiological Nuclear (CBRN) defense program. The JPM NBC CA will provide an overview of related programs, security challenges, and concept of operations. Written questions will be collected during the Industry Day but not answered. All questions will be screened after the event and answers may be provided at a later date, as appropriate. One-on-one discussions between government and industry representatives will not be conducted. This is a CLASSIFIED Industry Day, and all attendees must be United States citizens possessing a valid, Secret-level or higher Security Clearance. Firms will be considered on a need-to-know basis. Due to limited space, a maximum of two (2) individuals per company may attend. Based on the number of responses to this announcement, an additional identical Industry Day may be held. If an additional date is required, attendees will be notified as to which day they are scheduled to attend. The steps for requesting attendance to the JPM NBC CA Industry Day are listed below: 1) All firms interested in attending the conference should provide the company name, attendee names, security clearance level, proof of company's ability to handle and work with CLASSIFIED SECRET information, and a two page statement explaining the firm's need to know to the Contract Specialist, Ms. Jillian Woppert, via email (Jillian.Woppert@us.army.mil). To establish need-to-know, the Government requires a brief unclassified description of your technology and how it can be applied to current unclassified chemical threats. No telephone inquiries will be accepted. This information should be provided no later than January 31, 2011. The Government will review the memo and provide further information to qualifying parties by February 4, 2011. 2) After the firm's need-to-know has been acknowledged by RDECOM Contracting Center, the firm's security office shall submit a Visit Authorization by February 11, 2011 through the Joint Personnel Adjudication System (JPAS) using SMO code W1D101. If JPAS is not available a visit request on letterhead is acceptable. This letter must include the subject's full name, SSN, date and place of birth, type of investigation, who completed the investigation, the investigation completion date, clearance level, date the clearance was granted, and issuing authority. The letter should be addressed to the Edgewood Chemical Biological Center (ECBC) Security Manager, APG, MD 21010-5424 and faxed to (410) 612-5480. The firm is required to contact the ECBC Security Office at (410) 436-6958 to determine if the Visit Authorization is approved on or after February 16, 2011. In addition, each attendee will be required to sign a Non-Disclosure Agreement prior to admittance to Industry Day which outlines how the information provided may be used. A day pass will be required to access the Edgewood Area of Aberdeen Proving Ground for all individuals attending the Industry Day and must be obtained through the Visitor Center at the Route 24 Gate. To obtain a Day Pass, an individual must present a valid Driver's License or photo ID (i.e. passport) and a vehicle registration document. Individuals without these documents will be denied entrance to the Edgewood Area. All vehicles are subject to search by Security Personnel. Cameras and tape recorders are not authorized on post. Individuals are highly encouraged to schedule their arrival time accordingly since there is limited parking space at the Visitor Center. Any cell phones, PDAs, recorders, and any other electronic devices must be left outside of the building. Under NO circumstances will these items be permitted in the conference/meeting area. No notes are to be taken during industry day. Directions to Aberdeen Proving Ground, Md - Edgewood Area: From Baltimore Washington International Airport (BWI) Take I-95 North through the Fort McHenry Tunnel. Stay on I-95 to Exit 77A. Turn Right on MD-24 and travel South approx 3 miles directly to the Guard Gate to APG-Edgewood Area. From Harrisburg: Take I-83 south to Route 695, Baltimore Beltway. Go east on 695 to I-95 North. Take I-95 North to Exit 77, Edgewood, then follow route MD-24 South directly to the Guard Gate to APG-Edgewood Area (about 3 miles). From Philadelphia, PA: Take I-95 South to Exit 77, Edgewood, then follow route MD-24 South, directly to the Guard Gate at APG-Edgewood Area (about 3 miles). Industry day will be conducted in building E4810 - Enter through the main gate on Route 24, continue straight through the first traffic light, continue on Hoadley for approximately 1.2 miles and a large parking lot will be on your right. This is the main parking lot for the Conference Center. Additional parking is across the street and behind the church. This notice is being issued for planning and information purposes only. It does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to the notice, or participation in this event (to include attendees travel costs), nor will the Government accept proposals as a result of this notice. Meals will not be provided at this event.
