- This is a SOURCES SOUGHT NOTICE to identify qualified construction firms capable of providing all labor, material, equipment, transportation, supervision and quality control required to construct a new administration building (approx 19,000 square feet) in accordance with requirements documents and LEED Version 3 (2009) certification standards at the Federal Law Enforcement Training Center, Driver and Marine Division Training Area in Glynco, Glynn County, Georgia. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. ANALYSIS OF THE QUANTITY AND QUALITY OF RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS WILL BE HEAVILY WEIGHED IN THE MARKET RESEARCH BEING CONDUCTED, AND IN THE MAKING OF ANY SMALL BUSINESS SET-ASIDE DETERMINATION BASED ON THIS MARKET RESEARCH. The Federal Law Enforcement Training Center (FLETC), Glynco, Georgia, an Agency of the Department of Homeland Security, is seeking qualified construction firms to provide all labor, material, equipment, transportation, supervision and quality control required to construct a single level structural steel framed 19,000 square foot office building with a slab-on-grade and spread footings in accordance with requirements documents and LEED Version 3 (2009) certification standards. Exterior walls shall be non-load bearing steel studs with split face CMU veneer and Fiber reinforce plastic (FRP) cornice. Roof structure consists of steel deck supported by steel joint with tapered insulation and modified bitumen roofing. Interior partitions consist of metal studs with painted gypsum board. Exterior fenestrations shall be aluminum frame Low E coated windows with polymer sills and hollow metal glazed frames with hollow metal doors. Interior doors shall be hollow metal frames with glazed opening and solid wood doors. Casework shall be standard Architectural grade. Floor finishes include vinyl composition tile, carpet and ceramic tile. Ceiling includes suspended gypsum board and acoustical systems. Site work consists of landscaping, pavements, parking lighting, storm drainage, sewer and water and incidental related work. The heating and cooling shall be provided by a natural gas fired hot water boiler and air cooled chiller. Air handler units shall feed air to fan powered variable air volume boxes located throughout the building. Hydronic heating shall be provided to each fan powered VAV box. Plumbing fixtures include regular and handicap accessible water closets, urinals, lavatories and kitchen sinks. Domestic water, sanitary sewer, storm sewer and gas are all located near the site. The domestic hot water system shall consist of point of use electric water heating units. The building shall be fully fire protected with an automated wet pipe sprinkler system and fully lightning protected. The power distribution system shall be 208Y/120V, 3-phase, 4-wire. Georgia Power Company will provide a pad-mounted transformer. The Contractor shall provide data/voice jacks, interior Cat 6 cable and CATV cable, cable trays and conduits with pull strings, 19"x36" 4 post rack for the telecommunications system. The Government shall provide the servers, switch, UPS, and outside CATV/LAN/IT service. Contractor will provide patch panels and terminations, test panels and provide results to the Government. The NAICS code for this project is 236220. The Small Business Size Standard is $33.5 Million. The estimated price range for this project is between $5M and $10M. This procurement will be negotiated on a best value basis in accordance with FAR 15.101. Interested sources are invited to respond to this sources sought announcement. Respondents shall provide up to three (3) projects that best demonstrate the company's experience with construction of commercial buildings. Projects should be representative of NAICS 236220 and be similar in size, scope, and complexity to this requirement and demonstrate recent prime contractor organizational specialized experience, and expertise in the construction of buildings as outlined above. Respondents should provide a statement of the company's capability relative to the requirement, including capability to construct to LEED Version 3 (2009) certification standards. Sources Sought Responses: Provide information on your company's 1) Experience 2) Past Performance, and 3) Financial Strength to handle this contract. We are seeking responses from only those firms who would be the prime construction firm. We are NOT seeking feedback from subcontractors. 1. Provide information concerning your experience on at least 3 completed or substantially completed projects within the last 10 years (January 2001 - January 2011), relevant projects of similar size, scope, and complexity, including a description of the project, construction cost, completion date and compliance with LEED requirements. 2. Provide information concerning your past performance on the relevant projects that are submitted, and provide information demonstrating satisfactory performance, and contact information for references. 3. Provide your bonding capacity for both a single contract and aggregate capacity. This letter should clearly identify the business size: large business or small (if small indicate which if any of the following Federal Government sub-categories apply to your company: 8(a) certified Small Business, HUBZone Small Business, Veteran Owned Small Business, Service Disabled Veteran-Owned Small Business, Woman Owned Small Business). Submission shall contain no more than three (3) typewritten pages. Respondents will not be notified of the results of the evaluation. DHS will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from technically qualified 8(a), HUBZone, or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on a set-aside basis. Analysis of the quantity and quality of responses to this sources sought synopsis will be heavily weighted in the market research being conducted and in the making of any small business set-aside determination for this requirement. All proprietary information not to be disseminated in Government documents must be clearly defined. Please respond to this announcement by 2:00 p.m. Eastern Time on 8 February 2011, with no more than three (3) typewritten pages.
