Description
Synopsis- The Mission & Installation Contracting Command Center - Fort Sam Houston, on behalf of the Installation Management Command (IMCOM) intends to issue a solicitation for a Firm Fixed Priced (FFP) contract for services to provide training to execute the Army Traffic Safety Training Program (ATSTP) in accordance with requirements established by the Department of Defense and the Department of the Army. The ATSTP is designed to educate and train service members on safe operation of privately owned automobiles and motorcycles, and Government Motor Vehicles (GMV). The scope of this requirement provides services covering the entire IMCOM area of responsibility, which include the Continental United States (CONUS), Alaska, Hawaii, Korea, and Europe. The ATSTP consists of the courses and training listed below. The Contractor shall provide the instructional services for U.S. Army Soldiers and civilian employees (GMV vehicle training only) in accordance with Department of Defense Instruction (DoDI) 6055.04 and Army Regulation (AR) 385-10. (a) Remedial Driver Training (RDT) - Classroom Instruction (b) Intermediate Driver Training Course (IDC) - Classroom Instruction (c) Motorcycle Basic RiderCourseSM (BRC) - Classroom and Hands-on Instruction (d) Military Sport Bike RiderCourseSM (MSRC) - Hands-on Instruction (e) Motorcycle Experienced RiderCourseSM (ERC) - Hands-on Instruction (f) Motorcycle Refresher Training (MRT) - (as scheduled) The applicable North American Industrial Classification System Code (NAICS) code is 611692 with a size standard of $7 million. This acquisition will be a competitive 100% 8(a) set-aside. The services performed under this requirement have been determined to be commercial in nature. The anticipated period of performance for this contract is a 30 day phase in (if necessary), an 11 month base period, and (4) one-year options. The source selection method for the solicitation will be Lowest Price Technically Acceptable (LPTA). The Government anticipates release of the solicitation on or about 4 February 2011, with a projected closing date to be 30 days from release of the solicitation. This solicitation and all amendments will be issued through the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi and Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov/. Offerors are required to check the above websites daily to be notified of any changes to this solicitation. These are projected dates and are subject to change. Hard/paper copies of the solicitation will not be provided. Interested parties are responsible for monitoring the FedBizOpps website to ensure that they have the most up-to-date information about this acquisition. A pre-proposal conference will not be conducted for this requirement. Offerors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov to be eligible for award. Representations and Certifications must also be on record through ORCA at www.orca.bpn.gov.
