- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA intends to procure one hundred (100 maximum) production units of J-Band ISRFS. One (1) unit of First Article (FA) shall be tested and qualified prior to the commencement of the production units. The FA test report will be required to be delivered to the Government 300 calendar days from date of contract award. The Government may waive the requirement for FA approval test where supplies identical or similar to those called for in the schedule have been previously furnished by the offeror/contractor and have been accepted by the Government. The offeror/contractor may request a waiver. The production units will be required to be deliver at a minimum rate of four (4 each) per month after the FA approval. The contractor is required to have and maintain a basic quality management system in accordance with ISO-9000 or contractor ™s equivalent quality system. Other equivalent systems must be approved by the government prior to award of the contract. Applicable specifications and drawings will be provided in the solicitation. The solicitation or Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 10/21/10 with proposals due within 30 days of solicitation release. These dates are tentative and subject to change. All responsible sources may submit a proposal, which shall be considered by the agency. The response shall be submitted in writing to Naval Air Warfare Center Weapons Division, Code 254300D Attn: Helen Xiong, 429 E. Bowen Road, STOP 4015, China Lake, CA 93555-6108. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. Award is scheduled to occur on or about 29 March 2011. An Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) terms is contemplated. Delivery orders will be issued off of the contract. The contractor will be required to fabricate and test the ISRFS and perform repair services, engineering services, and deliver technical data as required in each delivery order. The anticipated period of performance is approximately five years. This acquisition is being conducted under FAR 15 Contracting by Negotiation. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The offeror selected for award will be that offeror determined to be most advantageous to the Government based on Best Value evaluation. The evaluation criteria will be provided in Section M of the solicitation.
