Description
The US Army Joint Munitions and Lethality Contracting Center, PicatinnyArsenal, NJ on behalf of the Office of the Project Manager Soldier Weapons, has a requirement for an improved bolt and bolt carrier assembly for the M4/M4A1 Carbine. Improvements to the bolt and bolt carrier assemblies will be through the procurement of small arms products leveraging the latest in small arms technology advancements under a full and open competition. The supplied assemblies must provide measureable improvements/increases in reliability and durability. The bolt and bolt carrier assemblies will seamlessly integrate with the M4/M4A1 Carbine. The bolt and bolt carrier assembly shall be able to "drop-in"/be installed into and interface, interchange and integrate with gas-impingement M4 Carbines configured with the M4A1 Heavy Barrel Assembly, Ambidextrous Fire Control Assembly and M4A1 Full Auto Trigger Mechanism Assembly without other modifications made to the weapon and without negatively affecting the current performance or impacting the stated configuration of the M4 Carbine. The Government will invite each offeror to submit five (5) each bid samples (at no cost or obligation to the Government) for bid sample testing (BST) and evaluation in response to a Request for Proposal (RFP). The RFP will be posted on or about thirty (30) days after the post date of this synopsis. The RFP will clearly state each of the requirements and will evaluate how well each candidate meets the physical and performance characteristics outlined in the RFP. The bolt and bolt carrier assemblies shall consist of but not be limited to the following components: Key and Bolt Carrier Assembly, Firing Pin, Bolt Assembly, Firing Pin, Retaining Pin and Cam Pin. This will be a seven (7) year firm fixed priced (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract for FY11 through FY18. The potential maximum quantity that can be purchased under this program is 500,000 units. The contractor is responsible for providing all materials, equipment, tooling, personnel, and facilities necessary to manufacture, test, produce, and deliver the quantities of deliverables specified by the contract. The contractor shall be responsible for the testing and delivery of the bolt and bolt carrier assemblies and the required packaging to include the procurement of packaging material. The contractor must be able to sustain a delivery schedule with a minimum of 8,000 units per month, with the potential capability to increase to a maximum of 12,000 per month. The primary delivery destination shall be W4GG RI SARET ILSC EQ, BLDG 339, WITTMORE AVE, ROCK ISLAND ARSENAL, IL 61299-0000. However, the Government will reserve the right to place orders with alternate delivery destinations.
