Description
The U.S. Department of Agriculture, Food and Nutrition Service (FNS) intends to issue a competitive procurement for The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) Vendor Management Study. WIC provides recipients with vouchers for use at authorized stores referred to as vendors. Vendors consist mostly of grocery stores and pharmacies that have signed agreements to follow program rules. About every seven years, FNS conducts a nationally representative study to determine the extent at which vendors charge accurate prices to WIC shoppers, and how they adhere to program rules. In compliance with the Improper Payments Information Act (IPIA), Federal Agencies are required to derive national estimates of improper payments in their respective programs. Information from this study is used to estimate improper payments to WIC vendors. Similar previous studies were conducted in 1991, 1998, and 2005. The 2011 study will replicate the 2005 study with the additions of estimations of erroneous payments attributable to cash value vouchers and WIC EBT transactions. The study would achieve the following: i. Describe the characteristics of WIC vendors; ii. Conduct covert compliance buys among a nationally representative sample of WIC vendors; iii. Estimate the frequency and dollars lost to vendor violations (including overcharging, substitutions, and administrative violations); iv. Examine the relationship between vendor characteristics and violations; and v. Compare estimates from this study with estimates from earlier studies. The contract is to be firm-fixed price. The Base year of the contract is 2011 with a completion schedule date in July 2013. This requirement will be solicited under full and open competition. The Request for Proposal (RFP) will be issued on February 2010, with offers due approximately thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation and any subsequent amendments. Central Contractor Registration (CCR) as required by FAR 4.1102, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
