Description
The purpose is to assist NHTSA in reducing fatally injured impaired motorcycle riders by employing Selective Traffic Enforcement Programs and High Visibility Enforcement Activities. For a period of not more than Twenty Four (24) months the contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to meet Contractor's contract requirements. NHTSA will provide essential administrative support which may include standard system changes when appropriate, policies interpretations as necessary and other support necessary to allow the contractor to perform its tasks efficiently. NHTSA will make system changes it determines are necessary to improve the overall transaction process. System changes could result in an administrative task being placed on the contractor that was not previously required. The contractor is expected to carry out these tasks to support the reimbursement claim process absent any specific requirement stated in the contract. Initial Project Meeting & Work Plan Within one (1) month of the Contract award date, the Contractor shall meet with the NHTSA CO and the NHTSA COTR, and other NHTSA personnel, to discuss the Contractor's planned approach to project completion. The Initial Project Meeting shall be held in Washington, DC at the U.S. Department of Transportation/NHTSA Headquarters. The meeting's purpose is to ensure the Contractor and NHTSA COTR have a common understanding of the objectives and strategic approach of the project. The Contractor shall be responsible for leading the Initial Project Meeting and making a presentation on the planned approach for this Contract. Based on the technical approach described in detail in the Contractor's proposal, which will be refined as appropriate in the initial project meeting, the Contractor shall submit a final, detailed work plan to the NHTSA COTR within two (2) weeks following the Initial Project Meeting. The NHTSA COTR shall approve the Contractor's final work plan within four (4) weeks of the Initial Project Meeting or provide comment to the Contractor for modification of the final work plan. Evaluation and Access to Relevant Data The Contractor is not responsible for the evaluation of the demonstration itself. NHTSA, under separate Contract, will fund an independent, scientific evaluation of activities under this Contract. The Contractor will be notified as to the identity of the Contractor tasked with the independent evaluation of this project upon award of both this Contract and the Contract for an independent evaluation. The Contractor shall work closely with the NHTSA COTR and NHTSA's Office of Behavioral Safety Research, in addition to its independent evaluation contractor, on evaluation efforts, with the understanding that personally identifying information obtained from the Contractor will not be released. The Contractor shall utilize the reporting forms developed by the independent evaluator during the conduct of HVE activities, unless NHTSA approves a form that is already being utilized by the Contractor. The Contractor shall assist the evaluator with information on its acquisition and conduct of earned media; the mapping of alcohol involved motorcycle crashes as compared to other vehicle types; crash and fatality data; arrest, citation, and adjudication data; BAC levels at time of crash or arrest for motorcycle riders and other drivers; law enforcement data (e.g., law enforcement personnel regular and overtime hours, number and dates of HVE activities, etc.); operator licensing and vehicle registration data; driver licensing records; medical records associated with injury and fatality; criminal records; and, program activity information and other data as deemed appropriate by NHTSA and its independent evaluation contractor. In addition to working cooperatively with NHTSA and its independent evaluator to provide access to this data and information, the Contractor shall maintain and analyze the data and information identified in the preceding paragraphs to provide flexibility in its ability to strategically deploy HVE, which may include impaired riding checkpoints, saturation patrols, and other methods. The Contractor shall include this data and information in its Quarterly Progress Reports (see Task 5) to the NHTSA COTR. Communications and Media NHTSA will purchase Paid Media under this Contract to support HVE activities for dates and geographic locations agreed upon by NHTSA and the Contractor. The Contractor shall be responsible for securing earned media to support the HVE activities under this Contract. Earned Media - Secured by the Contractor Earned media materials (press releases, editorials, talking points, etc.) will have an enforcement message designed to make the target audience(s) aware of the Contractor's impaired driving laws and enforcement efforts. These materials will also incorporate specific geographic and/or demographic characteristics. Paid Media - Secured by NHTSA Paid media will include radio and prints ads that are designed to let people know about the upcoming enforcement periods, and persuade them to obey the law. The ads will run during specific time periods during the Contract's period of performance. As part of this Contract, the Contractor shall agree to utilize both paid and earned media campaign materials and messaging developed by NHTSA. The Contractor shall work cooperatively with the NHTSA COTR, NHTSA's Office of Communications and Consumer Information, NHTSA's Office of Behavioral Safety Research, and the SHSO to develop all earned media messaging, creative scripts, ads and media buy plans. The Contractor shall maintain dialogue with NHTSA during the planning stages for deploying earned media as NHTSA will provide paid media to support and bolster the Contractor's earned media and HVE efforts. Both parties' unique perspectives will be considered; the Contractor offers its first-hand knowledge and experience with regard to specific jurisdictional issues, while NHTSA will support the Contractor by offering its expertise on the communication-based strategy and goals. Monthly Impaired Riding HVE HVE includes aggressive enforcement of laws, a communications plan/strategy, and other activities that ensure enforcement efforts are highly visible to the public. Methodology for the enforcement of impaired driving/riding traffic laws under this Contract may include checkpoints, saturation patrols, and/or other activities that are applicable to all motor vehicle types (e.g., passenger vehicles, light trucks, motorcycles, commercial vehicles, etc.). While the intent of this Contract is to support the conduct of HVE to reduce impaired riding in locations when and where there is increased motorcycle traffic and data indicates the existence of an impaired riding problem, traffic laws associated with the operation of other motor vehicle types (i.e., passenger cars, light trucks, commercial vehicles, etc.) by impaired drivers shall also be enforced. Within seven (7) months of the Contract award date, the Contractor shall gather and analyze three (3) years of jurisdictional data and information that immediately precede the award date associated with impaired motorcycle operation, including citations, crashes, injuries, and fatalities. This data shall include, but is not limited to, identifying high incidence crash areas/locations involving motorcycles, temporal and location data (day of week and time) associated with motorcycle crashes, citation data associated with the impaired operation of a motorcycle, BAC levels at time of crash and/or arrest, and other data and information identified in Task 2, Evaluation and Access to Relevant Data. The Contractor shall also identify any motorcycle rallies or other motorcycle events that generate increased impaired motorcycle traffic to or through the jurisdiction, in addition to identifying the frequency in which these events are held (i.e., daily, weekly, monthly, or annually). The frequency of an event around which HVE activities are located may impact the efforts of NHTSA's independent evaluation contractor to collect baseline data and information, where motorcycle events that are held more frequently (weekly or monthly) are more desirable than those events that are only held once annually. The Contractor shall identify and outline its proposed operational model to be used in conducting HVE activities, to include the nature of the enforcement effort(s) to be applied, anticipated use of on-duty versus off-duty resources, and how the HVE activities correlate to the data collected as noted above. The HVE plan should also include periodic review of enforcement efforts, and a methodology for making adjustments to meet evolving needs or conditions. Adjustments in approach should optimally be supported by data and designed to meet the needs and objectives of the project. The Contractor shall include in its HVE activities the use of Standardized Field Sobriety Testing (SFST) certified law enforcement personnel and the conduct of refresher SFST training that specifically deals with the detection cues for impaired motorcycle operators, which shall be attended by law enforcement personnel conducting HVE activities and prosecutors who may be assigned any impaired driving/riding cases in the court system. The Contractor shall identify any equipment needs, such as passive sensors and portable breath testers to determine the presence of alcohol when initiating contact with motorcycle riders and other vehicle operators. Additionally, the Contractor shall collect and maintain basic data during the conduct of HVE activities, which shall include the number, broken down by vehicle type, of contacts made with operators per wave, the number/type of citations issued per activity, and other information and data identified under Task 2. In an effort to properly evaluate the effectiveness of this project, the Contractor shall make every effort to conduct its impaired riding HVE waves under this Contract during times of the year that do not occur simultaneously with NHTSA's St. Patrick's Day Impaired Driving Campaign during the month of March; NHTSA's Click It or Ticket Mobilization during the months of May and June; NHTSA's Fourth of July Impaired Driving Campaign during the months of June and July; or, NHTSA's Impaired Driving National Enforcement Crackdown during the months of August and September. NHTSA publishes an annual communications calendar online at http://www.trafficsafetymarketing.gov/, which provides dates for all NHTSA campaigns and mobilizations. Within 30 months of the Contract award date, the Contractor shall conduct two (2) waves of HVE at two (2) different locations/sites within a State jurisdiction per year, over the course of two (2) riding seasons for calendar years 2012 and 2013, for a total of four (4) waves of HVE per site (i.e., two waves at two sites in 2012 and two waves at two sites in 2013 per site). Site and date/time proposals shall be determined by the Contractor's analysis of impaired riding data and information indicating locations and times with increased or high density motorcycle traffic. Contractor applications may include more than two (2) proposed sites/locations and dates/times for the conduct of HVE activities; however, the final locations/sites in which HVE shall be conducted must be agreed upon by the NHTSA COTR and the Contractor during the Initial Project Meeting (see Task 1) prior to the conduct of any HVE under this Contract. National Conference Presentation & Final Project Report The Contractor, following the successful completion of two years of demonstrating HVE to reduce the incidence of impaired riding, shall attend and present project findings at two (2) NHTSA COTR-approved National traffic safety conferences/meetings. Applicants are encouraged to include in its application package travel expenses associated with attending the Lifesavers Conference and the Governor's Highway Safety Association Annual Meeting in 2013/2014. Presentations by the Contractor at these conferences/meetings must be approved by the NHTSA COTR, at a minimum, four (4) weeks prior to the start date of the conference/meeting. The final deliverable under this Contract is a Final Project Report that shall be delivered to the NHTSA CO and COTR prior to the end of the period of performance. At a minimum, the Final Project Report shall include: (1) the identification of partners and stakeholders in the conduct of HVE; (2) a synopsis of the data analysis that was conducted on motorcycle crashes, fatalities, injuries, etc. within a State jurisdiction prior to the award date of the Contract and the two year period when HVE was conducted; (3) the Contractor's strategic approach for conducting HVE outside of the already existing Impaired Driving Crackdowns, including personnel and equipment requirements, type and quantity of motorcycle safety information or materials distributed to motorcyclists by law enforcement officers or other partners, or any materials used or developed to assist law enforcement officers while conducting HVE (such as checklists, pocket guides, or "cheat sheets"); (4) a synopsis of barriers or obstacles encountered in conducting HVE and actions taken to overcome these barriers or obstacles; and, (5) a detailed summary of the communications strategy that was used to publicize HVE activities, including electronic and hard copies of the earned media materials, radio ad scripts, copies of the media buys and Neilson reports, and a list of media outlets that used the earned media to cover the story. Within thirty-three (33) months of the Contract award date, the Contractor shall submit a draft -version of its Final Project Report to the NHTSA COTR for review and comment/approval. Within thirty-four (34) months, the NHTSA COTR shall submit to the Contractor comments/required changes to the Contractor, which shall be incorporated into the Contractor's final -version of the Final Project Report. Within thirty-six (36) months, prior to the end of the Contract's Period of Performance, the Contractor shall submit one (1) copy of the final -version of the Final Project Report to the NHTSA CO and COTR Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response.
