- C.2. PURPOSE The purpose of this contract is to assist NHTSA in carrying the motorcycle safety for law enforcement officers course message to a large audience of law enforcement officers quickly and efficiently. To that end, NHTSA is seeking to make this course available as a computer-based training program. C.3. GENERAL REQUIREMENTS The Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to meet Contractor's contract requirements. NHTSA will provide essential administrative support which may include standard system changes when appropriate, policies interpretations as necessary and other support necessary to allow the contractor to perform its tasks efficiently. NHTSA will make system changes it determines are necessary to improve the overall transaction process. System changes could result in an administrative task being placed on the contractor that was not previously required. The contractor is expected to carry out these tasks to support the reimbursement claim process absent any specific requirement stated in the contract. C.4. SPECIFIC WORK REQUIREMENTS C.4.1. Technical Requirements In order to carry out the CARS transaction process, the contractor shall perform the following tasks : C.4.1.1. Initial Meeting Within one (1) month of the contract award date, the Contractor's Project Manager (PM) shall meet with the NHTSA CO, the NHTSA COTR, and other NHTSA Headquarters and Regional personnel to discuss the proposed work plan for the contract. The meeting will consist of the NHTSA CO discussing issues related to contractual obligations and expectations. Additionally, the Contractor shall provide a brief presentation, approximately 30 minutes in length, on its planned approach to complete the tasks for this project and the draft work plan. Additional time, as appropriate, will be provided for clarifying questions and discussion between NHTSA personnel and the Contractor. Within two (2) weeks of the kickoff meeting, the Contractor shall submit a draft task-by-task work plan, based on the planned approach to complete tasks for this project, combined with changes that result from negotiation and discussion in the kickoff meeting. Within one (1) week of receipt of the draft work plan, the NHTSA COTR will either provide the Contractor with: (a) concurrence without comment on the draft work plan, or (b) additional comments and required modification to the draft work plan. The Contractor shall submit a final work plan within 1 week of receiving the NHTSA COTR's comments or concurrence. C.4.1.2. Review Existing Curriculum Materials Within three (3) months of the contract award date, the Contractor shall submit a list of recommended revisions to the existing curriculum that will facilitate conversion to a CD-Rom based delivery method. This list shall include updates to how data is presented for use in later years without out-of-date information, key points for abbreviating the content, specific recommendations for interactive activities (e.g., videos and quizzes at the end of each module), and other refinements to content. The Contractor is encouraged to submit the list in tabular format to facilitate NHTSA COTR review. Each item that the Contractor recommends for revision shall include, at a minimum, the module number in which the change should be made, the page number, a brief summary of the existing content, and a brief description of the recommendation(s). Within two (2) weeks of submitting the list, the Contractor shall convene a conference call with the NHTSA COTR and other NHTSA personnel as appropriate to review its recommendations. The purpose of this call is to develop consensus on each recommendation. Within two (2) days of the conference call, the Contractor shall submit a final list of changes, based on the consensus reached during the conference call. C.4.1.3. Identify Voiceover Talent Within five (5) months of the contract award date, the Contractor shall identify and submit its recommendations for voiceover talent to the NHTSA COTR. Submission of the voiceover talent shall include an electronic file of the individual reading/speaking. Within two (2) weeks of receipt of the submission, the NHTSA COTR will provide concurrence or comments to the contractor. C.4.1.4. Develop and Submit Prototypes of the Layout/Interface Within six (6) months of the contract award date, the Contractor shall submit three (3) prototype versions of the layout and interface to the NHTSA COTR for review and comment. The NHTSA COTR will provide comments within two (2) weeks of receipt. The Contractor shall submit a final layout to the NHTSA COTR within seven (7) months of the contract award date. C.4.1.5 Develop Voiceover Scripts, Storyboards, Video Excerpts, and Quizzes Storyboards are herein defined as detailed outlines that include key messages and learning points. Also, voiceover is considered critical to keeping course participants engaged and informed. Within ten (10) months of the contract award date, the Contractor shall submit drafts of storyboards, course content text, voiceover scripts, video excerpts from existing NHTSA materials, end of module and course quizzes, and a course completion certificate to the NHTSA COTR for approval. The NHTSA COTR will provide approval or comment to the Contractor with two (2) weeks of receipt. The work by the Contractor on this task shall include: •a. Contractor submits draft voiceover scripts to the NHTSA COTR within ten (10) months of the contract award date. The NHTSA COTR will provide approval or comments to the Contractor within two (2) weeks of receipt. •b. Contractor submits draft course content text to the NHTSA COTR within ten (10) months of the contract award date. The NHTSA COTR will provide approval or comments to the Contractor within two (2) weeks of receipt. •c. Contractor submits draft storyboards to the NHTSA COTR within ten (10) months of the contract award date. The NHTSA COTR will provide approval or comment to the Contractor within two (2) weeks of receipt. •d. Contractor submits identified video excerpts from existing NHTSA motorcycle safety materials for inclusion in the CD-Rom based training to the NHTSA COTR within ten (10) months of contract award date. The Contractor shall also identify placement of video excerpts in the CD-Rom based training. The NHTSA COTR will provide approval or comment to the Contractor within two (2) weeks of receipt. •e. Contractor develops and submits end-of-module and end-of-course quizzes that will appear in the CD-Rom version of the training course to the NHTSA COTR within ten (10) months of contract award date. •f. The Contractor shall develop and submit a draft course completion certificate, which shall be available to participants upon successful completion of the CD-Rom based training, to the NHTSA COTR within ten (10) months of contract award date. The NHTSA COTR will provide approval or comment to the Contractor within two (2) weeks of receipt. Within eleven (11) months of the contract award date, the Contractor shall submit the revised draft of the voiceover scripts, course content text, storyboards, video excerpts, end of module and course quizzes, and the course completion certificate to the NHTSA COTR. The revised draft materials shall incorporate all relevant comments that were approved by the NHTSA COTR earlier under Task 6. The NHTSA COTR will review the revised draft materials and provide the Contractor with approval or additional comment within two (2) weeks of receipt. C.4.1.6. Submit Functioning Draft of the Full CD-Rom Course for Approval Within thirteen (13) months of the contract award date, the Contractor shall submit the functioning draft of the full CD-Rom based course to the NHTSA COTR. The NHTSA COTR will review the functioning draft of the full CD-Rom course and provide the Contractor with comments or concurrence within two (2) month of receipt. Within fifteen (15) months and two (2) weeks of the contract award date, the Contractor shall submit a revised functioning draft of the full CD-Rom based course to the NHTSA COTR in preparation for Task 9, Conduct Pilot Test. The revised functioning draft of the full CD-Rom based course shall incorporate all relevant comments that were approved by the NHTSA COTR earlier under this task. The NHTSA COTR will review the revised draft of the full CD-Rom based course and provide the Contractor with approval or additional comment within two (2) weeks of receipt. C.4.1.7 Conduct Pilot Test Within sixteen (16) months of the contract award date, the Contractor shall submit a list of approximately 25 potential pilot course participants to the NHTSA COTR for approval. The list of potential participants shall include at least two names representing a sheriffs' office, municipal and county police department, state patrol office, and other law enforcement organizations as appropriate (e.g., IADLEST, National Sheriffs' Association, International Association of Chiefs of Police, etc.). Potential participants should have law enforcement experience specific to motorcycles and/or training. Additionally, a quarter of the participants should have no motorcycle training or experience. Within two (2) weeks of submitting the list to the NHTSA COTR, the Contractor shall have a conference call with the NHTSA COTR to discuss the list and refine the list as appropriate. The Contractor shall establish a review protocol for the pilot participants, which shall include the ability of the Contractor and pilot participants to capture specific and general comments about the revised draft of the full course. Within eighteen (18) months of the contract award date, the Contractor shall distribute the revised draft of the full course to no fewer than twenty (≥20) NHTSA-approved pilot participants with a deadline of approximately three (3) weeks to complete their review of the full course. The Contractor shall review and compile pilot participant comments in tabular form and submit this information to the NHTSA COTR for review no later than eighteen (18) months and two (2) weeks after the contract award date. The NHTSA COTR will provide comments on the relevance or acceptability of comments and feedback from the pilot participants to the Contractor within two (2) weeks of receipt. NHTSA COTR-approved changes to the revised draft of the full course shall be included in Task 9, Submit Draft of the Final Course for Full Agency Review. C.4.1.8 Submit Draft of the Final Course for Full Agency Review Within eighteen (18) months and two (2) weeks of the contract award date, the Contractor shall submit a draft of the final course, which shall be a fully functioning CD-Rom based training program, to the NHTSA COTR for review and approval. The NHTSA COTR will then submit the draft of the final course for full agency review. The draft of the final course shall incorporate all relevant and acceptable comments that were approved by the NHTSA COTR under Task 8, Conduct Pilot Test. The NHTSA COTR will gather and compile agency review comments and concurrence and provide this information to the Contractor within two (2) months of receipt. NHTSA COTR-approved changes to the draft of the final course shall be included in Task 10, Submit Final Course. C.4.1.9 Submit Final Course and Program Source Codes Within twenty-three (23) months of the contract award date, the Contractor shall submit the final, fully-functioning course and the final program's source codes to the NHTSA COTR. The NHTSA COTR will review the final course and source codes for acceptance, and will provide comments or acceptance within one (1) month of receipt. If any comments are made by the NHTSA COTR, the contractor shall submit a revised final course and source codes within twenty-five (25) months of the contract award date. Within twenty-six (26) months of the contract award date, the NHTSA COTR will accept the final, fully-functioning course and all final program source codes from the Contractor pending the resolution of any previously unresolved comments provided by the NHTSA COTR to the Contractor. C.4.1.10 Monthly Progress Reports and Monthly Requests for Reimbursement The Contractor shall submit Monthly Progress Reports to the NHTSA COTR by e-mail no later than the 10th day of the month immediately following preceding month, or the next business day should the 10 th day of the month fall on a weekend or Federal holiday. The Monthly Progress Report may also be delivered by regular mail [1] (See Article VIII, Deliverables/Milestones). At a minimum, the Monthly Progress Reports shall include a narrative description of the following items: •· Accomplishments made during the reporting period. •· Funding expended during the reporting period. •· Plans for accomplishments in next reporting period. •· Problems or delays encountered while conducting services. •· Specific actions that the Contractor would like NHTSA to undertake to resolve problems. The Contractor shall submit Monthly Requests for Reimbursement to the DOT/NHTSA Accounts Payable Branch located in Oklahoma City, Oklahoma in accordance with award documentation signed by NHTSA and the Contractor. NHTSA confirmation and approval of services, milestones, and deliverables will be secured through the NHTSA COTR prior to the completion of any request for reimbursement. A request for reimbursement for must correspond to the submission of a progress report that has been received by the NHTSA COTR for any period of time being invoiced within the period of performance of the contract. Any request for reimbursement that does not correspond to a progress report detailing contract activity for the period of time being invoiced will be rejected by the NHTSA COTR. If a request for reimbursement is rejected by the NHTSA COTR, the Contractor may resubmit the invoice after it has submitted the corresponding progress report to the NHTSA COTR. [1] In an effort to protect employees working at Federal Government Facilities, the Department of Transportation (DOT)/National Highway Traffic Safety Administration (NHTSA) is currently screening/testing all incoming mail for harmful and potentially fatal substances. Due to the screening/testing procedures at the DOT/NHTSA, incoming mail may be delayed in reaching its intended recipient. The Contractor is solely responsible for ensuring that all deliverables under this Contract reach its intended recipient(s) at DOT/NHTSA - on time - as outlined in Article VIII, Deliverables/Milestones. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
