- Description
- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division, (NAVAIR WD) China Lake, CA intends to procure, on the basis of other than full and open competition, flight test aircraft services for developmental and operational testing of avionics, sensors and other aircraft systems, as well as provide for test pod design, modification and repair. BAE Systems Information and Electronic Systems Integration Inc. (BAE) is the only source that can provide the required services in support of this joint (U.S. Navy, Air Force, and Marine Corps) research and development effort without an unacceptable delay of work and substantial duplication of cost. Only BAE can provide aircraft with the required substantial modifications already completed, to include but not limited to: aircraft capable of carrying an external pod on a centerline hardpoint; liquid cooling and large amount of power available throughout the fuselage and to the centerline hardpoint; high precision Embedded GPS/INS (EGI) mount; wingtip camera wiring & mounts; unique antenna mounts in the aircraft nose, fuselage, wingtips, and vertical tail for unique antennas, and associated waveguide and cabling; custom mounts for lasers; and integration of several customized test pods. The proposed contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with Time and Materials and Firm Fixed Price line items for a maximum of 600 aircraft flight test hours in the base period and 300 aircraft flight test hours in the option period, plus hours for ground support and aircraft modifications/repairs, materials and other direct costs. The ordering period will be two (2) years with an option to extend for one (1) additional year. Delivery schedules will be included in individual orders. Security clearance, including capability to fabricate, modify, or store classified hardware, up to and including Top Secret is required in the performance of this contract. Performance will be at China Lake, CA and other designated sites within the Continental United States. The North American Industrial Classification System (NAICS) code is 481219; the size standard is $7.0 M. The Request for Proposal (RFP) will be issued on or about 8 February 2011 and will be available at the Federal Business Opportunities (FBO) website at https://www.fbo.gov with an anticipated award date of, approximately 3 June 2011. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any contractor who believes they have the capability and required security clearance to fulfill this requirement may submit a capability statement no later than 15 February 2011.
