- Description
- The Department of Commerce/National Institute of Standards and Technology intends to negotiate and award a purchase order on a sole source basis with Parametric Technology Corporation (PTC), 140 Kendrick Street, Ste C120, Needham, MA 02494-2714. This requirement is for software support, upgrades, and license renewal of PTC Creo Elements software (formerly named CoCreate) at the NIST Center for Neutron Research (NCNR). The NIST Center for Neutron Research is responsible for the design, construction and operation of the current instruments as well as new instruments. Their development plays a key role in the success of the neutron facility. Designing new instruments and upgrading existing instruments has been a major task undertaken by the staff of the Center for Neutron Research using a network of PC based computer aided design (CAD) workstations running Creo Elements (CoCreate) Modeling and Annotation software. Since 1985 the Center for Neutron Research has generated a substantial quality of instrument and facility computer models (3D solids created with CoCreate Modeling) and drawings (2D shop drawings created with CoCreate Annotation) that form the basis for new or upgraded instrument designs. The Creo Elements (CoCreate) Software package is the only software package that offers acceptable upward and downward compatibility with existing and future instrument designs. Since there is no other known vendor that can supply compatible software support (maintenance, upgrades, and licenses) with PTC's proprietary software, the Government intends to solicit only this one source under the authority of FAR 13.106-1(b) Interested concerns may identify their capabilities by submitting a capability statement that clearly and unambiguously demonstrates in written narrative format their ability to provide the required licenses renewal. Capability statements may be e-mailed to Barbara.Suhrie@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
