- 40 MM, ARMOR PIERCING (AP) M81A1, MODIFIED WITH INCENDIARY PELLET, AND COMPONENTS, LOG NO. 10-338 PELLET DRAWINGS STATEMENT OF WORK NOTICE OF INTENT THIS IS A NOTICE OF INTENT, that th e United States Special Operations Command (USSOCOM) Directorate of Procurement intends to solicit on a sole source basis pending approval, on a sole source basis, Global Pyrotechnic Solutions, Inc. (GPS), 10476 Sunset Drive, Dittmer, MO 63023, under the authority of FAR 6.302-1; (10 U.S.C. 2304 (c)(1)), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested sources may submit a capability statement and a quotation which will be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All submissions must be received NLT 10 days from the posting of this announcement. A two year Indefinite Delivery Indefinite Quantity (IDIQ) contract for a maximum quantity of 600K Pairs (600K Forward, 600K Aft) incendiary pellets is planned with GPS. The contract minimum is 500 Pairs. The contractor is a Small Business. Responsible sources must be capable of producing incendiary pellets for the M81A1 API round. The M81A1 is a World War II surplus round that the program is modifying to add the incendiary in the tip of the round, thus becoming the M81A1 API training round. This is a one-time production run to modify available M81A1 ammunition to make a training round visible when it is fired from the AC-130 Gunship upon impact with the ground or target. The requirements sought for the incendiary pellets are:1) Produced IAW drawing and Statement of Work (SOW), 2) Density of 1.9 grams per cubic centimeter, 3) Flash from the explosion must be visible from 14,000 feet (slant range) 4) Must show that the design is compliant with MIL STD 810G and that this pellet can survive launch on the 40L60 gun. All sources production process and design must be qualified and certified for use by the Air Force Non-Nuclear Munition Safety Board (NNMSB). The North American Industry Classification System (NAICS) code for this effort is 325920, the SIC code is 2892, the FSC is 1377, and the small business size standard is 750 employees. It is the responsibility of all interested parties to continually monitor the website to stay informed. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. For changes made after the closing date, only those offerors that submitted a capability Statement and quote will be provided any changes/amendments and considered for future discussions. All questions must be received at least seven (7) days prior to the closing date. At this time this synopsis is an announcement of the Government's intention to solicit a sole source contract for the incendiary pellets. No entitlement to payment will arise as a result of the submission of contractor information. Responses must be received NLT 10 days from the posting of this announcement.
