- SYNOPOSIS- MISSISSIPPI Outreach/Admissions and Career Transition Services This Request for Proposal (RFP) synopsis is issued for Outreach/Admissions (OA) and Career Transition Services (CTS) for youth in the State of Mississippi. Please note this is a Total Small Business Set Aside. Job Corps is a National program administered by the U.S. Department of Labor that targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training along with support services, in a residential and non-residential setting. RFP DOLS12UA00046 is to provide Outreach and Admissions for 1,625 arrivals annually from the state of Mississippi and Career Transition Services for 949 Job Corps youth (418 Graduates and 531 Former Enrollees) returning to the state of Mississippi. It is anticipated the resultant contract will be a Performance Based contract. The contract will cover a 2-year base period October 1, 2011 through September 30, 2013, plus three (3) Government unilateral renewal options of one (1) year each. The RFP will be available February 5, 2011 on the Federal Business Opportunity (FBO) website: www.fbo.gov. A Pre-proposal Conference will be convened on Friday, February 11, 2011 at 10:00 AM local time at the U.S. Department of Labor, Sam Nunn Atlanta Federal Center, 61 Forsyth Street SW, Room 8M40, Atlanta, GA 30303, (404) 302-5828. It is recommended that interested parties download the RFP from the FBO website prior to the pre-proposal conference and bring the RFP to the conference. All questions prior to and at the pre-proposal conference shall be submitted in writing. Proposals in response to this RFP will consist of a written submission and oral presentation as described in Section L of the RFP. All written submissions shall be due no later than April 7, 2011, 1:00 p.m., local time to the address listed in the RFP. All responsible sources may submit a proposal which shall be considered by the Agency.
