Description
The Philadelphia VA Medical Center is soliciting proposals to provide space for a 40 bed Residential Facility for Veterans. Award will be based on Technical, Past Performance, and Price. Location will carry more weight when scoring the technical evaluation. Location being requested is within 10 mile radius of the medical center. The facility is designed to function as a long-term (3-6 months) residential rehabilitation program for Veterans in order to promote the development of new skills and attitudes needed to live independently in the community. The program will provide the following services: vocational rehabilitation, training in community skills, and treatment of physical and mental health problems including substance abuse. These services will be provided by VA staff. The building should be between approximately 25,000 sf and 32,000 sf and be capable of housing 40 veterans (male and female) in private rooms with private bathrooms. All rooms shall meet the latest VA space criteria. The building must meet all Federal, state and local building codes in addition to all NF, Fire, Safety and ADA codes. The VA must be able to connect telecommunications and data closets and other required services during the building renovations. Laundry facilities facilities need to be provided on-site. The building needs to be within walking distance of public transportation, stores and recreational facilities. Property owner/management is responsible for lawn service, snow removal, and maintenance of the building and property. The space should provide the following: 40 single occupancy rooms, all rooms should have private bathrooms, 4-5 groups rooms, conference room, reception area, recreation areas inside and outside, dinning room and kitchen, community rooms, computer room, medication room, 16 staff offices, several supply rooms and storage areas, and 35 parking spaces. This solicitation is contingent on availability of funding.
