- Attachments 2-10 Performance Work Statement (attachment 1) with attachments A-H Solicitation Body with Standard Form 33 Cover Page This solicitation is set-aside as an competitive 8(a) acquisition in accordance with FAR Subpart 19.8. No reimbursement will be made for any costs associated with providing information in response to this solicitation notice. The U.S. Environmental Protection Agency (EPA) Region 2 office is seeking SBA certified 8(a) small business concerns to provide records management support services at EPA's facilities in New York and New Jersey. Only SBA certified 8(a) firms may apply. Offers from other than 8(a) certified firms will not be considered. The EPA requires records management support services to operate four Superfund document file rooms. Three are located at 290 Broadway, New York, NY and the fourth is located at 2890 Woodbridge Avenue, Edison, NJ. The support services include, but are not limited to, managing documents and records, updating files, compiling administrative records, creating removal site file kits, researching records for specific information, maintaining the electronic Superfund Document Management System, updating federal facilities dockets, assisting EPA in responding to Freedom of Information Act requests, and providing for records disposition. The NAICS code for this solicitation is 519120. It is the Government's intent to award a performance-based, fixed-price, time-and-materials hybrid contract, which includes a two-year base period with three, one-year award term periods. Award will be made to the responsible 8(a) contractor whose proposal represents best value to the Government. Any technical questions concerning this solicitation shall be submitted in writing to the contracting officer, Karen Giacobbe at giacobbe.karen@epa.gov no later than 10 calendar days after the issuance date of this solicitation.
