Description
Department of Veterans Affairs (VA), Office of Information & Technology (OI&T) - Two-Factor Authentication for IT Security THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. The Office of Information & Technology (OI&T) has been involved in an ongoing Security Improvement Program to increase the overall security posture of information technology assets. Due to best security practices, it has been identified that moving to a two-factor authentication method for information technology (IT) System Administrators as well as remote users, not physically on the secure VA network, is necessary. Two-Factor authentication requires the user accessing the system to both physically possess something (a token or access card) as well as to know something (a pin or password). The dual requirement significantly increases the security of the system access and helps ensure that the user is who he or she claims to be (i.e. the same person who was originally granted the access device and whom set the secret pin or password). Federal Agencies are required to use Homeland Security Presidential Directive 12 (HSPD-12) Personnel Identification and Verification (PIV) two-factor smartcards for logical access to Federal IT systems and physical access to Federal-owned and contracted facilities. However, at this time HSPD-12 smartcards do not work with all IT systems, thus other two-factor authentication systems may be required as an interim solution when the use of PIV smartcards has been attempted, but found to be not-available or otherwise not currently possible. The solution will not include biometrics as part of the two-factor authentication. Requirements: "Must be capable of a tiered enterprise level management "Must be capable of supporting granular permissions for management "Must be capable of integration with VA's Active Directory "Must be capable of logging authentication instances- success and failure "Must be capable of working over VA's RESCUE remote access tool "Must be capable of working over VA's CITRIX CAG solution "X.509 "FIPS 140-2 certified "Must be capable of supporting two-factor authentication on the following systems: oCISCO oUnix oLinux oWindows oWeb Interface Logins oMac OS oCITRIX It is requested that any interested party submit the information required below via email to the point of contact listed at this bottom of this announcement. Interested contractors shall provide the following: "Company Name; "Company Address; "Point of contact name; "Telephone number; "Email address; "Company's business size, including applicable North American Industry Classification System (NAICS) code(s); and "Brief capabilities statement not exceeding 2 pages. This request for information, or "sources sought," shall not be construed as a Request for Proposal. Information is to be provided on a voluntary basis.
