- This Request for Proposal (RFP) synopsis is issued for the continued Operation and Career Transition Services for the Phoenix Job Corps Center. This is a competitive small business set-aside procurement. Job Corps is a National residential and non-residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth ages 16-24 years throughout the United States. It is anticipated that the resultant contract will be a Performance Based contract for Center Operations and for Career Transition Services. The contract will have a 2-year base period October 1, 2011 through September 30, 2013 plus three (3) governmental unilateral renewal options for one (1) year each. The RFP will be available February 3, 2011 at: www.fbo.gov. The average capacity for the center is 450 youth of which 229 are residential (132 males and 97 females) and 221 non-residential (107 males and 114 females). The contractor will provide Career Transition Services (CTS) to 600 youth (390 graduates and 210 former enrollees). A pre-proposal conference and site visit are scheduled for February 10, 2011 at 9:30 a.m. local time at the Phoenix Job Corps Center. The center is located at 518 South Third Street, Phoenix, CA 85004-2506 ; contact number (602) 254-5921. It is recommended that potential offerors download the RFP from the website listed above prior to attending the pre-proposal and site visit. All questions prior to and at the pre-proposal conference shall be submitted in writing. The successful contractor shall provide Academic and Career Technical Training, Outreach, and Career Transition Services. The successful contractor will also operate Counseling and Residential Living programs and provide the following support services: Health Services, processing of Student Records, a Discipline System, Clothing Issuances, and Mail and Legal services. The contractor shall provide overall Center Management and Administration as follows: Contract and Personnel Management, Staff Training, Financial Management, Procurement and Property Management, Facility Operations and Maintenance, Security and Safety Services, Community Relations, and Public Information. Proposals in response to the RFP will consist of an oral presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than April 4, 2011 at 4:00 p.m. PST to the address listed in the RFP. All responsible sources may submit a proposal which shall be considered by the Agency.
