Description
FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Preplanning to obtain pricing and availability. Funds are not currently available. This is a Request for information for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitaiton; proposals are being requested and a written solicitation will not be issued. Notice to all Offerors: This is a Pre-planning Unfunded Requirement. Funds are not currently available for this requirement. No award will be made for this requirement until funds are available. The Government reserves the right to cancel the requirement before or after closing. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4855-11-Q-0014 and is a Request for Information (RFI). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-48, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20110103, and Air Force Acquisition Circular (AFAC) 2010-1027. The North American Industry Classification System (NAICS) is 721110 Hotels (except Casino Hotels) and Motels. This RFQ is 100% Full and Open Competition. The Offeror must quote on an all or none basis. Award will be based on Best Value to the Government. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. Line items: 0001: Hotel Rental Description: Offerors are to quote on the rental of hotel rooms as follows: Group one arrives on the 22st of January, departs on the 7th of February, and will require one (1) single room and one (1) double room for the duration. Group two arrives on the 22st of January, departs on the 5th of February, and will require four (4) single rooms and three (3) double rooms for the duration. Group three arrives on the 24th of January, departs on the 5th of February, and will require eight (8) single rooms and eighteen (18) double rooms. In order to be considered responsible, a vendor must provide hotel accomidations within ten miles of Hunter Army Airfield, Georgia. Quoted hotels must be rated at least AAA three star rated or above (or equivalent) and provide proof of rating with RFQ submission. To qualify, hotels must have a laundromat free or for a reasonable price as determined by the Contracting Officer. In addition, any applicable lodging taxes must be included in final price of any quotation to be considered. In your quote, please include the total price, and the price per night. It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. The following Provisions and Clauses apply to this solicitation and are incorporated by full text: FAR 52.212-1 Instructions to Offerors - Commercial Items The following addendum is provided to this provision: Paragraph (b), entitled "Submission of Offers", Offers may be submitted via facsimile, e-mail or mail. Paragraph (c); entitled "Period of Acceptance for Offers", the offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. FAR 52.212-2 Evaluation - Commercial Item Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical factors will be rated on a pass/fail basis and is being considered more important than price. Factors include the ability to meet the specific dates required and the ability to provide the rooms as described to fulfill the RFQ. Lowest price technically acceptable. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3 Offeror Representations and Certifications - Commercial items. Complete only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at http://orca.bpn.gov. If the annual representations and certifications have not been completed electronically at the ORCA website, then only paragraphs (b) through (i) of this provision need to be completed. FAR 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
