Description

The Department of Veterans Affairs, VISN 15 Contracting Activity located at 4101 South 4th Street Trafficway, Leavenworth, KS 66048 is seeking information from businesses who can comply with FAR 52.219-14(b)(1) Limitations on Subcontracting, are certified through the VetBiz website (http://www.vip.vetbiz.gov/ ) as Service Disabled Veteran Owned or Veteran Owned Small Businesses, and can provide the services of Certified Registered Nurse Anesthetist(s) for an indefinite-delivery indefinite-quantity (IDIQ) contract for Certified Registered Nurse Anesthetist (CRNA) Services to be provided on-site at the Marion, IL VAMC. The term of the contract is a base of one year with four one-year option periods. Option periods are exercised at the sole discretion of the Federal Government. Solicitation documents will be posted via the Federal Business Opportunities website. This requirement is being solicited under the authority of 38 U.S.C. 8153 and VAAR Part 873. The North American Industry Classification Code (NAICS) for this procurement is 621399 with a small business size standard $7.0 million. All responsible sources may submit information which shall be considered by the agency. FAR clause 52.219-14 Limitation on Subcontracting: (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for -- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (End of Clause) The government plans to award without discussions, but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, Required Central Contractor Registration prospective contractors must be certified on the VetBiz registry, registered in Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), Dun and Bradstreet, and have completed the VETS100 report for 2010. Failure to complete the registration process and/or the VETS100 report may result in the proposal being excluded from further consideration.
