Description
This project involves the sampling, profiling, brokering, transportation, and disposal of waste from the former Alameda Naval Air Station (Alameda Point). The Navy is in the process of doing remediation work at Alameda. This PWS covers waste generated during remediation at Site 17 (Sea Plane Lagoon) and Site 1. This work will result in generation of radioactive and potentially mixed waste containing heavy metals above Resource Conservation and Recovery Act (RCRA) levels and/or poly chlorinated biphenyls (PCBs). This project is to provide for disposition of radioactively impacted waste materials from this work. This will be for waste materials that contain radioactivity and possibly other hazardous materials. The contractor shall invoke their Nuclear Regulatory Commission license as necessary to cover storage of waste containers and waste, sampling of waste, and other activities to support this contract. This solicitation is set aside for 8(a) small business concerns. This solicitation will be for a single award of a Firm Fixed Price Contract with a period of performance for thirteen (13) months. All contractors who provide goods/services to the DOD must be registered in the Central Contractors Register (CCR). You may register via the Internet at http://www.ccr.gov/ or contact the CCR at 1-888-227-2423. Approximate issue date for the solicitation is 27 January 2011 with closing date approximately 30 days from issue date. The solicitation shall be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following addresses via internet at https://acquisition.army.mil/asfi/ and http://www.fbo.gov. Any amendments to the solicitation shall also be posted to these web sites. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore, incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposal may render your bid or proposal nonresponsive and result in the rejection of same.
