- RESPONSES ARE DUE ON OR BEFORE 27 JANUARY 2011 AT 1200 EST. The Space and Naval Warfare Systems, Atlantic (SPAWARSYSCEN Atlantic) issoliciting information for the purpose of identifying potential vendors for aCommercial-off-the Shelf (COTS) SKYNET 4C satellite ground station that willneed to include all components required up to a Government furnished modem withnetwork interface and meet the requirements identified in the followingparagraphs. The purpose of the SKYNET Ground Terminal is to provide broadband datacommunication to and from the South Pole Station. The SKYNET Ground Terminalwill provide for full duplex network connectivity to the Oakhanger teleport inthe United Kingdom using X-band frequencies available on the SKYNET 4Csatellite. The service shall support a minimum 75% of the daily satellitecontact window with continual changes in teh Az/El window geometry throughoutthe year. An existing building will be utilized to house equipment requiringclose proximity to the antenna that cannot be located outdoors due totemperature constraints. Due to the space constraints at the installationlocation, the indoor equipment must be sized to fit within a preferred 1ea-45RU19 inch equipment rack with a maximum of 2ea-45RU 19 inch equipment racks withproper spacing allowed for air flow. All ground terminal equipment shallutilize 208 VAC, 3 Phase 60 Hz or 115 VAC, Single Phase 60 Ha station power. The following requirements must be met for the X-Band Transmitter: (1)Frequency is 7900 MHz to 8400 Mhz. (2) Bandwidth is 10 MHz. (3) Signal is QPSKmodulated signal (NRZ Data). (4) System Gain is 125W Nominal. (5) Polarizationshall be switch selectable LHCP and RHCP, independent of receive polarization. The following requirements must be met for the X-Band Receiver: (1) Frequencyis 7250 MHz to 7750 MHz. (2) Bandwidth is 10 MHz. (3) Signal is QPSK modulatedsignal (NRZ Data). (4) System G/T 22 dB/K Nominal. (5) Polarization shall beswitch selectable LHCP and RHCP, independent of transmit polarization. A Monitor and Control system shall be included that allows the operator tomonitor and control each component of the ground terminal. Monitoring andControl system capability requires all equipment to be capable of remotecontrol via a network connection. Monitor and control points shall beavailable to both Local Control and Remote Control systems. The MCS shallcontain a Graphical User Interface that is capable of being monitored from aremote computer using a LAN connection. Systems already integrated to operatewith Rockwell Collins MaxView[registered trademark] software is a plus andshould be addressed in the response. System must be able to integrate intoexisting Rockwell Collins MaxView [registered trademark] Software. The groundterminal shall interface to the existing LAN at the South Pole Station via anexisting Cisco router. The ground system shall include a tracking antenna with use of Two Line Elementor program track. Cable trays, provided by the station, will be utilized forhousing cables necessary to interface to the different physical structures.The South Pole experiences extreme low temperatures (-80[degrees]C to + 50[degrees]C), moderate winds (60 MPH maximum), and altitude from effective SeaLevel to 14,000 feet thus the following requirements are allocated to theantenna system: (1) a Radome shall protect the antenna from the windconditions but will not provide insulation from the extreme cold temperatures.(2) The antenna and pedestal shall utilize components that can survive andoperate in this environment. Heating elements and insulation shall be utilizedfor components that are unable to operate in these conditions and are thevendor's responsibility to provide and control. The system shall monitorsystem component temperatures to insure the temperature is within theirspecified operating temperature range. The mount shall allow for continuoustravel in azimuth and elevation. This RFI is for information gathering and planning purposes only, and shouldnot be construed as a Request for Proposal (RFP) or solicitation of an offer.The Government does not intend to award a contract on the basis of this RFI orotherwise pay for the information solicited.
