The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-11-013-INL ISSUANCE DATE: 01/12/2011 CLOSING DATE/TIME SPECIFIED: 02/11/2011 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Senior Corrections Advisor MARKET VALUE: GS-14 PERIOD OF PERFORMANCE: One year from the date of award, extendable as required PLACE OF PERFORMANCE: Washington DC JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Background: The Office of Criminal Justice Assistance and Partnership (INL/CAP) is part of the Bureau for International Narcotics and Law Enforcement (INL) at the US Department of State. The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/CAP provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police development programs globally. Criminal justice assistance is a core component of rule of law development, which is critical to assisting countries fight destabilizing crime and promoting good governance. INL currently manages criminal justice policy and programs in numerous countries, employing thousands of people in the field to implement these programs. Such programs may include deployment of American experts in the fields of policing, corrections, and justice, in multilateral police assistance missions, including direct secondment of US police officers to UN missions (UNPOL), bilateral programs to train and build capacity of justice sector institutions, deployment of mentors or other technical advisors, and provision of infrastructure and equipment. INL/CAP coordinates and participates in interagency and multilateral efforts to improve the quality of US and international responses in stabilization and reconstruction environments, including seminars and workshops, lessons-learned reviews, strategic planning activities, interagency exercises, and contingency planning for possible future operations. Purpose: The Senior Corrections Advisor (SCA) reports to the Corrections Team Chief of the Office of Criminal Justice Assistance and Partnership, Bureau of International Narcotics and Law Enforcement Affairs, (INL/CAP) serving as a senior corrections expert on the full range of corrections issues as they relate to INL corrections development and reform programs globally, including stabilization and reconstruction activities in failed or failing states, peacekeeping missions and complex security environments. INL/CAP currently manages programs in more than 10 locations, including Iraq, Afghanistan, Mexico and the Palestinian Authority. However the number and locations of programs are subject to change. The SCA will provide the technical corrections expertise within INL/CAP, and on behalf of INL/CAP within the bureau, interagency settings and for activities aimed at improving INL and broader USG and international capacity to provide law enforcement development assistance for activities aimed at improving INL and broader USG and international capacities to provide corrections assistance in stability and reconstruction missions. S/he will play a key role in contingency planning and development of future missions. S/he will also serve as a resource for the managers of INL programs already underway, providing expert guidance as needed. Relationships: The SCA will report to Corrections Team Chief of the Office of Criminal Justice Assistance and Partnership (INL/CAP), Bureau for International Narcotics and Law Enforcement Affairs (INL), U.S. Department of State. Government-furnished Equipment: The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. Travel and Position Location: The position is located in the Harry S. Truman Building, Department of State, DoS Washington, D.C. Frequent domestic and international travel is required. Level of Effort: The position is full-time, with a minimum of 40 hours per week. Major Position Elements: a. Serve as a senior corrections expert within INL/CAP and advisor on such matters to the INL Deputy Assistant Secretaries and the INL Assistant Secretary. b. Develop, and assist other INL staff to develop corrections programs for INL which are coordinated with the police, law enforcement and criminal justice programs. c. Provide policy analysis and program guidance to the INL staff, the INL front office, and other Department of State offices upon request on corrections issues future missions or ongoing programs. d. Develop plans/programs and provide policy guidance on the implementation of corrections assistance that can improve INL capacities to respond quickly and effectively when new requirements emerge. e. Serve as an advisory resource for INL program managers in Washington and in the field on specific aspects of planning and implementation of ongoing corrections assistance programs. f. Participate in and/or lead overseas assessments of corrections capacities and structures in countries where future missions are being considered, as well as assessments of the impact of ongoing programs. g. Represent INL, as needed, at domestic and international conferences on international corrections issues. h. Prepare background materials and reports used by the Assistant Secretary and Deputy Assistant Secretaries in preparing speeches, briefings, and testimony to articulate INL engagement on corrections. i. Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation. j. Assist with recruitment of corrections personnel for INL programs. k. Organize trainings for foreign corrections personnel. l. Maintain knowledge of contemporary, professional correctional operational and management principles, techniques, and issues which are appropriate for international application. m. Periodically serve as acting Corrections Team Chief when the Team Chief is deployed or on leave. n. Participate in INL office meetings. o. Other duties as requested and assigned. Minimum Qualifications: 1. U.S. Citizenship and able to obtain a Department of State DoS security clearance 2. At least 10 years experience in U.S. corrections operations, management, organizational development, planning and/or training, with at least 2 years of this experience at the level of assistant warden, chief of security, chief of classification, or chief of prisoner programs, (or the equivalent) or above. 3. Experience working on international corrections issues and reform, including working overseas in the corrections development field. Preferred Qualifications: 1. Experience in strategic planning, policy development and implementation of major agency-level programs. 2. Knowledge of corrections development in an international environment. 3. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). 4. Excellent oral and written English communication skills. 5. Superior interpersonal skills. Special Instructions to Offerors: 1. Offerors are required to specifically address their qualifications, experience and expertise in the following areas. 2. Assisting senior managers in the development and implementation of policy and programs, and ensuring objectives are clearly defined; 3. Gathering, reviewing, and analyzing information relevant to corrections aspects of stability and reconstruction operations and making recommendations to senior management on appropriate actions to be taken based on findings; 4. Being flexible in working under pressure, with limited time frames, and during times of rapidly developing events; Evaluation Criteria: Factor 1 Offeror's demonstrated ability to provide policy guidance to senior level policy makers within the USG, in a written and verbal formal. (30 points) Factor 2 Offeror's experience and ability to substantially assist in developing and implementing plans for improving host-nation corrections systems, with an understanding of the local context. (30 points) Factor 3 Offeror's ability to organize ongoing training and mentorship and other development programs for corrections professionals. (20 points) Factor 4 Offeror's demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. (10 points) Factor 5 Offeror's previous experience and quality of past performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (10 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
