The Satellite Control and Network Directorate (SCN) of the Space and Missile Systems Center (SMC) are exploring candidate approaches for Radio Frequency Interference monitoring (RFI). The RFI Monitoring system is a necessary subsystem that provides a data collection method to enhance the requirement for RF protection of the ground segments, whether fixed or transportable. 2. To help SMC/SCN determine the availability of such systems capable of RFI monitoring, the Government requests information from industry on related Commercial-off-The Shelf (COTS) systems or modified COTS systems to support the Government's objectives. The Government is currently seeking industry input on RFI monitoring solutions. 3. The Government has identified the following minimum parameters for a successful RFI monitoring system. At each of multiple geographically separated locations, the objective RFI monitoring system will: a. Provide a method or technique to detect and identify each RFI signal that is above the local measured RF environment established baseline, within the specified spectrum b. Provide a method or technique to measure the RFI signal characteristics c. Provide RFI direction, with no increase in personnel at a given site d. Provide a method or technique to collect RFI data electronically and send the RFI data with alarm condition to a central network management location e. Provide a method or technique to detect and discriminate between unintentional emissions and undocumented emitters in the approved spectrum f. Provide a method or technique to collect RFI data, including anomalous conditions, that must be in a format that can be forwarded to other, external organizations g. Provide flexible and adaptable equipment configuration; incorporate new equipment/capabilities with minimal redesign with modular components for simplified maintenance and common software at all locations for all configurations h. Include weather protection for antennas, positioning equipment, and other components to allow the RFI monitoring system to maximize survivability i. Comply with the highest level of environmental requirements j. Power requirements should comply with industry standards for satellite ground stations k. Calibration procedures of the system shall use swept continuous wave (CW) signal generator, noise calibration, calculation of field-strength levels using system/antenna calibration and periodic laboratory calibration of measurement devices l. Provide a vehicular mode using a simple transportable system with directional antenna(s) m. Provide a modular, standard interface for use with existing transportable antenna systems n. Provide RFI center frequency measurements in bands of interest from 1.0 - 8.4 GHz, to +/- 1 kHz accuracy, for analysis o. Provide RFI coverage for the following bands: i. SGLS Bands (1755 MHZ to 1850 MHZ, 2025 MHZ to 2110 MHZ) and 2200 MHz-2290 MHz ii. Defense Satellite Communications System (DSCS) X-Band (7 GHZ to 8.5 GHZ) iii. GPS L Band iv. Commercial SATCOM Bands v. Harmonics of SGLS and DSCS (100 MHz - 18 GHZ) vi. Land Mobile Radio (LMR) Band (100 MHZ to 420 MHZ) vii. Center frequency, in bands to include 162-174MHz; to +/- 1kHz accuracy viii. Center frequency, in bands to include 406-420MHz; to +/- 1kHz accuracy p. Provide RFI magnitude, down to -150 dbm/Hz at the input to the receiver, to 2 dB accuracy, for analysis q. Provide RFI modulation identification, such as amplitude, frequency, and/or phase r. Provide RFI estimated bandwidth, in KHz or MHz, to +/- 1 KHz accuracy s. Provide RFI direction of the source, for 360 degrees (deg) of Azimuth and 90 deg of Elevation; to +/- 5deg t. Provide RFI time/date of occurrence, referenced to RTS time; to one second accuracy u. Provide (RFI) duration of occurrence, in minutes/seconds; to one second accuracy v. Provide the capability to update the RFI detection information often enough to develop a trend analysis to at least a repetitive daily occurrence w. Provide the capability to monitor several continuous frequency ranges within the overall frequency range x. Provide the capability to measure and record spectrum characteristics of signals normally found in the bands of interest, as well as possible jamming signals y. Provide sensitivity of -150dBm at the receiver input 4. SMC/SN requests interested, qualified sources to respond to this RFI. Please be advised this is a request for information by the Government, and does not obligate the Government to reimburse any cost associated with preparation and/or submission of this information. Consequently, the Government will not reimburse any vendors for the cost incurred to provide information for this effort. The RFI does not guarantee the Government will issue a Request for Proposal (RFP) or award a contract for supplies or services. Instructions for submittals are provided below. 5. SMC/SN will use the information gathered in the RFI to help assess the availability of modern COTS or modified COTS RFI monitoring systems. However, failure to respond to the RFI does not preclude proposal submittal should a formal acquisition be announced. Responses from small businesses and small disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and/or economically disadvantaged business, 8(a) firm, historically black college, and/or minority institution. 6. Respondents should provide a non-proprietary response to this RFI if possible. If proprietary material is deemed essential, all proprietary information should be clearly marked and associated restrictions on Government use identified. All responses must be signed, then scanned, and then submitted by email in Microsoft Word format. The Government may not accept company literature or marketing materials. Responses are limited to twenty-five (25) pages in length, and font size should not be smaller than 12 pt font. The Government will not consider pages in excess of this limitation. In order to be considered a complete solution, all submissions should meet all requirements listed in paragraph 3, of this Request for Information. 7. The SMC/SCN requests respondents deliver one (1) electronic soft copy no later than 15 Feb 2011 and (1) written/hard copy. Electronic copy should be in Microsoft Word format.
