Description
ADR Final RFP 1.11.11 SOLICITATION NOTICE ----The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services is solicitating proposals from all qualified firms for Part-time Alternative Dispute Resolution Services. This requirement is set aside for Small Businesses only. Background: AHRQ is considered a small Operational Division in HHS which presents unique challenges in implementing an Alternative Dispute Resolution (ADR) program. As such, the Human Relations functions such as Equal Employment Opportunity (EEO), Employee Assistance Program (EAP) and Employee Relations have been centralized off site with access provided to employees and members of the Commissioned Corps of the Public Health Services upon request. By their design, these rights based programs are formal in nature. As a consequence, when an issue is raised by an employee, it may rise to a higher administrative level when no other recourse is available. Requirement: A part-time ADR Specialist and Educator, as a designated neutral and impartial dispute resolution practitioner is sought at AHRQ. The ADR specialist primarily functions to provide independent, confidential, and informal assistance to all AHRQ employees and to enhance the organizational quality of worklife through facilitation, coaching, informal mediation and education. Any small business who has the professional capacity/experience of at least 5 years post training/education as an Alternative Dispute Resolution Specialist/Educator to offer diverse interpersonal relations and organizational improvement expertise in individual, interpersonal and organizational behavior, conflict resolution/mediation and organizational/systems improvement through facilitation, coaching, informal mediation and education may submit a proposal. AHRQ anticipates awarding one time and materials type contract under this soliciation for a base period of 12 months with four one-year options. Proposals will be evaluated inclusive of the options. The Government is under no obligation to exercise the options.
