Description
New Manufactured Material: A firm fixed price type contract iscontemplated. The items, estimated quantities and required deliveriesare as follows: CLIN 0001: NSN: 4810-00-575-7781 TP, P/N: 398648-1-2;Alternate NSN: 4810-01-218-2643 and Alternate P/N: BYLB51044 or697752-1; NOUN: Valve, Butterfly, Description: DIM: 6.4"L; 3.63"W;8.22"H; 2.5LB WT; MATERIAL: STAINLESS STEEL 347 CRES PER AMS 5362ALUM AND ELECTRICAL COMPONENTS; FUNCTION: TEMP CONTROL VALVE DESIGNEDTO OPEN AND CLOSE AN AIR DUCT IN THE COCKPIT ENVIRONMENTAL CONTROLSYSTEMAPPLICATION: C-130, QTY: 19 with a revalidation quantity of min: 5and max: 29; DELIVERY: TBD, AMC: 1C.Surplus is not acceptable. Qualification Requirements Apply. Export Controlled Information is contained in the Solicitation. Youmust be an approved Export Control Vendor in order to view therestricted information. Fax Number is (405)739-5493, ATTN:Lyndsey Shirazi Qualification Requirements: Current qualified sources are: Honeywell International (Cage: 59364),GE Aviation Systems (Cage: 05624), and Lockheed Martin Corporation(Cage: 98897). Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies(or Services) required are available from only one or a limited numberof responsible source(s) and no other type of supplies or services willsatisfy agency requirements. The proposed contract action is forsupplies in which the Government intends to solicit and negotiate withonly one, or a limited number of sources. Interested persons mayidentify their interest and capability to respond to the requirement orsubmit proposals. This is a competitive, limited sources requirement. All proposalsreceived within 45 days after date of publication of this synopsis willbe considered by the Government. Award will be made only if the offeror,the product/service, or the manufacturer meets qualificationrequirements at the time of award in accordance with FAR clause52.209-1. The solicitation identifies the office where additionalinformation can be obtained concerning qualification requirements ascited in each individual solicitation. A Determination by the Government not to compete this proposed contractbased upon responses to this notice is solely within the discretion ofthe Government. Information received will normally be considered solelyfor the purpose of determining whether to conduct a competitiveprocurement. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications, plans,or drawings relating to the procurement described are incomplete or notavailable and cannot be furnished by the Government. Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process.
