- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested; a written solicitation will not be issued. Solicitation W15QKN-11-T-D016 along with incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-48, The NAICS code for this procurement is 334511 and the small business size standard is 750 employees. The U.S. Army ARDEC, Picatinny Arsenal, NJ intends to award on a competitive basis a purchase order for a Rifle Mounted Gunshot Locator that meets the following salient features: 1.The system has to detect, locate, and report small arms gunfire, all supersonic including 5.56mm, 7.62mm, and 0.5 inch caliber.2.The system must be man-portable.3.There has to be a visual alert display, via a Graphical User Interface (GUI) on a small display.4.The system display size must be 2 x 3 inches.5.The GUI needs to display the range to the origin of the gunshot.6.Text of the display must be in English.7.The system needs to internally save data.8.The internally saved data must be downloadable.9.The system needs to have an external port (RS-232, USB, or RJ-45) to allow for easy remote access by a Personal Computer (PC).10.The internally saved data must be in simple text or XML format from the external port.11.The system must weigh less than or equal two (2) pounds.12.The response time of the alert to the user has to be less than one (1) second.13.It must be a self-contained system, meaning it is an independent passive system without the aid of adjacent sensors or networks.14.The system must be able to recall and display gunshot history of up to 15 or more detected events.15.The user interface needs to display battery status.16.The system must have a self-test feature.17.The system must be powered by two (2) AA lithium batteries.18.The system needs to be mountable on a Picatinny Rail.19.The bearing to the target shall be represented in clock-face notation where 12 Oclock is the front of the sensor. 20.The GUI shall have crosshairs appear within plus / minus (+ / -) thirty (30) degrees of bearing and elevation to the origin of the gunshot.21.The system must have a demonstrated capability for a Picatinny rail mount.22.There must be an option to select the environment the system will operate in such as open-field or urban.23.The system must provide a reported range with an error of less than or equal to twenty (20) percent of the actual range. The system must provide a reported bearing with an error of plus / minus fifteen (15) degrees.24.The vendor must provide data to prove feature 23. All references to the Statement of Work (SOW) shall be clearly labeled with the appropriate SOW paragraph. Offerors are expected to submit a quote in sufficient detail to allow the Government evaluation without the need for further clarifications. The Government does not assume the duty to search for data to cure problems it finds in quotes. The burden of proving acceptability remains with the offerors. General: The quote shall be presented in sufficient detail to allow Government evaluation of the response to the requirements of the request for quote (RFQ). Basis for AwardThe Government plans to award a single firm fixed price purchase order as a result of this Request for Quotation (RFQ). The evaluation of quotes shall be conducted utilizing the lowest priced technically acceptable evaluation approach. Selection of a quote for award will be based on an evaluation of quotes in the areas of Technical and Price with award being made to the quoter whose quote is the lowest priced and is technically acceptable. Under this evaluation approach, a quote would not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability. 2. Areas to be Evaluated:(1)Technical(2)Price 3. Evaluation ApproachCareful, complete, and impartial consideration will be given to all quotes received pursuant to this RFQ. A team of Government personnel will evaluate each quote in the areas described below. (1) Technical: The technical portion of the quote will be rated acceptable or unacceptable based on assessment of the stated minimum requirements below. These items are deemed critical to meet the Governments requirement. If any one of these requirements is rated as unacceptable this will result in an overall technical rating of unacceptable and the quote will not be considered any further. Notice of award, STD form 1449, shall result in a binding contract without further action by either party.
