- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Thermo Electron North America LLC for the relocation of Thermo Electron scientific equipment from Hollings Marine Laboratory (Charleston, SC) to NIST (Gaithersburg, MD) under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. This relocation service shall include: 1. Disassembly of NIST's existing Thermo Electron LTQ, Surveyor Pump, Surveyor Autosampler, and Surveyor PDA; 2. Crating of the above equipment in specialized crates; 3. Specialized, insured shipping from SC to MD; 4. Unpacking and reassembly of the above equipment at NIST Gaithersburg; 5. Operation checks and testing after reassembly. The overall complexity of the Thermo Electron LTQ mass spectrometer and Surveyor peripherals (Pump, Autosampler, and PDA) necessitates an extremely detailed and intricate knowledge of the system and its components in order to effect a successful relocation process. As Thermo Electron North America LLC is the manufacturer and sole provider of service and parts for the LTQ mass spectrometer and Surveyor system, we require that their factory trained and certified service engineers perform the tasks listed above. They alone have the experience required to disassemble these instruments and knowledge of the specialized shipping requirements that must be met to ensure that there is no damage during shipping. Thermo Electron North America LLC is also the only company with access to performance verified parts and engineering resources to restore the instruments to their original operating specifications and to resolve any problems that may occur. Resources to meet these stated requirements can only be obtained by working with the original manufacturer of the equipment. Thermo Electron North America LLC is the only contractor who can provide relocation services for NIST's Thermo Electron LTQ, Surveyor Pump, Surveyor Autosampler, and Surveyor PDA instruments. The technology and parts are proprietary, and there are no distributors. No other vendor is authorized to maintain or service these Thermo Electron instruments. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on January 24, 2011. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
