Description
The United States Postal Service (USPS) Office of Inspector General (OIG) plans to issue a Firm Fixed Price Contract for a multi-phased Office Renovation to their Headquarters facility located at 1735 N Lynn Street, Arlington, VA. The work includes all labor and materials necessary to complete the renovations in accordance with USPS OIG approved specifications and drawings. Proposers should recognize the building is occupied and the project will be completed in multiple phases to avoid disruption of facility operations. The estimated cost of the project is between $4.8 million and $5.6 million, with construction completion within 365 calendar days from receipt of notice to proceed for the total project. The project consists of renovating 123,126 interior sf in an existing 12-story commercial office building. Work includes demolition and new work on 6 floors. Demolition work includes but is not limited to, interior partitions, casework, acoustical ceilings, lighting, mechanical diffusers and plumbing fixtures. All mechanical ductwork shall remain. New work includes new gypsum board partitions, new finishes throughout including; acoustical ceiling tiles, gypsum bulkheads, painted walls, broadloom carpet and vinyl tiles. Work also includes new lighting, electrical and IT wiring throughout and limited mechanical, plumbing and sprinkler work. This is a privately owned facility, leased by the USPS. All necessary permits will be required. As part of a recent lease renewal, the landlord may fund payment requests related to this project. All payment requests will be submitted to the USPS OIG for approval, and then they may be forwarded to the lease management company for payment by the landlord. The Contractors must submit a Qualification Statement with their price proposal. Only the most qualified contractors will be considered. Project requires Davis Bacon wage rates. Solicitation will be for 25 calendar days and prices shall be good for 60 calendar days after solicitation is closed. There will be a Pre-Proposal Meeting on January 19, 2011 @ 10am at the facility. To be considered, the company must be financially capable, have a minimum of five years total experience in building renovation projects, and have completed two comparable projects within the past five years, one of which may be ongoing. The price proposals for only the most qualified contractors will be considered. The OIG will select the offeror that provides the best value to the OIG. Liquidated Damages for this contract will be: $500/day from the established contract completion date until 6/30/2010. On 7/1/2012, damages increase to $67,000 for every month the contract is not substantially completed, due the 1 st day of each month. Damages will not be prorated. There will be no public opening of offers. All proposal information received is CONFIDENTIAL until award of a contract. Upon award, the name of the successful offeror and the amount of the contract will be released as public information. The names of offerors and the amount of their offers will not be released as public information. This information is exempt from disclosure under the Freedom of Information Act, Exception 4.
