- REVISED ATTACHMENT L-1 CHOICE OF COMPETITION REVISED ATTACHMENT L-5 CORPORATE EXPERIENCE CONTRACT SUMMARY Amendment 0001 to FA8903-11-R-8001 RESS 2011 Draft Request for Proposal (RFP) Questions and Responses. REVISED ATTACHMENT L-2 PRICING MODEL The 772d Enterprise Sourcing Squadron/PKJ (ESS/PKJ), Lackland Air Force Base, TX, in support of the Air Force Center for Engineering and the Environment (AFCEE), is soliciting proposals under both full and open competition and small business (partial) set-aside procedures for the RESS 2011 requirements. Description of work effort: Provide a full range of Advisory and Assistance Services (A&AS) in support of the Air Force Real Property Agency (AFRPA) Value Based Transactions (VBT)/Enhanced Use Lease (EUL) Program. These services shall include all three A&AS categories (management and professional; studies, analyses, evaluation; and engineering and technical). Services will support any and all real estate programs, domains, and disciplines consistent with AFRPA's and AFCEE's roles and responsibilities. Perform tasks that require knowledge of Federal, State, and/or local regulations and statutes, as well as Air Force and DoD regulations and documentation. Provide logistical and organizational support for the conduct of studies, workshops, conferences and technical assistance site visits at Air Force installations. Perform requirement studies and analyses; review documents and drawings; perform cost, risk and feasibility analyses; prepare required documentation to include technical reports or specialized graphics; assist in and present technology demonstrations, and facilitate technical workshops and partnering meetings. Develop support documents to include solicitation documents, real estate appraisals, land leases and conveyance documents. Evaluate private sector and business proposals, use agreements, management and operations plans, and other financial and legal instruments currently in use in the private sector pursuant to the Air Force's policy of promoting the efficient and economical use of Air Force real property assets. Develop and employ application programs in support of AFRPA's and AFCEE's requirements. Provide occasional expert legal support pursuant to issues germane with AFRPA's and AFCEE's role with clients. These activities may require proven and/or innovative technologies and methods to accomplish the work. The Air Force (AF) intends to award multiple, Advisory and Assistance Services (A&AS), firm-fixed price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ), contracts with a program amount, not-to-exceed, $40 million. The ordering period is 60 months from date of award with an additional 24 months for performance completion of Task Orders. The AF intends to award under the best value basis, Lowest Price Technically Acceptable (LPTA), and envisions competitively awarding approximately four (4) contracts. Of those, the AF anticipates that approximately two (2) contracts will be awarded to a large or small business under a full and open (F&O) competition and anticipates that approximately two (2) contracts will be awarded as a small business set-aside (SBSA). The F&O competition will be open to both large and small business contractors. The SBSA is only open to small business. The NAICS code for the RESS 2011 is 541611 (Administrative Management and General Management Consulting Services). In accordance with the provisions of DFARS 252.204-7004, ALTERNATE A, CENTRAL CONTRACTOR REGISTRATION; offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
