Description
Justification and Approval for other than full and open competition. The 6th Contracting Squadron (6 CONS) at MacDill AFB intends to issue a sole source Firm-Fixed Price (FFP) purchase agreement to Northrop Grumman Space & Mission Systems Corporation. The vendor shall provide theater planning support element contract support oto Headquarters United States Central Command (CENTCOM) using other than full and open competition procedures pursuant to Federal Acquisition Regulations subpart 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. The complex strategic and tactical planning nature of this requirement requires the contractor to have substantial corporate knowledge and contractor personnel to be intimately familiar with the specific project on which they are working. Northrop Grumman Space & Mission Systems has served as the prime contractor for this requirement since 2008. It isn't practical to change contractors immediately for only a few months performance and expect the new contractor to maintain the same level of performance and mission support previously provided. To award a short term bridge contract to a new contractor would leave the government vulnerable to various problems due to loss of corporate knowledge and experience and ultimately would risk mission disruption. Due to the criticality of this requirement,, any disruption in contractor support would be gravely detrimental to current TPSE strategic efforts and milestone completion, possibly affecting current operations in Afghanistan. The Government intends to award a one-time purchase agreement to vendor specified above. The North American Industry Classification System is 541611, Administrative Management and General Management Consulting Services and the size standard is 7 million. "This notice of intent is not a request for competitive proposals and the Government will not be responsible for any cost incurred in proposal preparation. A determination by the Government not to compete the proposed contract based upon responses to a previous notice is solely within the discretion of the Government. The 6th Contracting Squadron will post this notice until 1:00 pm EST (Eastern Standard Time) 17 January 2011 and intends to award purchase agreement after expiration of this notice. Note: No solicitation document is available and telephone requests will not be honored.
