- The U.S. Army, Army Contracting Command (ACC) Joint Munitions & Lethality(JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Research/Sources Sought Notice to locate firms capable of providing services for the dissemination of systems engineering knowledge; such as outreach programs to include symposiums and publications. Contractor shall provide a mechanism by which the US Army Armament Research Development Engineering Command, hereafter identified as ARDEC, can participate in such activities. Items required include: general membership dues, symposium fees and sponsorship fees. Contract shall be capable of providing ARDEC with symposium sponsorship, training and certification and membership on the Corporate Advisory Board (CAB) of an Internationally Acclaimed Systems Engineering Organization. The contractor will share, promote and advance the best of systems engineering from across the globe for the benefit of the Government. Membership in this organization will expand the view of the engineering of complex systems and the knowledge of the many aspects of the practice of systems engineering. Project managers, software and hardware engineers and product developers will learn how to use the systems engineering process and apply it to their Programs. The Contractor shall assist the ARDEC Systems Engineering in the development of an annual educational conference on current topics internal to the State of the Art Systems Engineering development technology. Topics include but are not limited to technology insertion, process improvements, and organizational governance of the systems we make, manage, operate and maintain over their life cycle, to the benefit of mankind. ARDEC is the ARMYs center of excellence for Systems Engineering. The contractor shall have a multi-level Professional Certification Program to provide a formal method for recognizing the knowledge and experience of systems engineers, regardless of what level they have attained in their career. The Certification Program is a formal process whereby a community of knowledgeable, experienced, and skilled representatives of an organization, provide formal recognition that a person has achieved competency in specific areas (demonstrated by education, experience, and knowledge). Certification differs from licensing in that licenses are permissions granted by a Government entity for a person to practice within its regulatory boundaries. Certification also differs from a "certificate" that documents the successful completion of a training or education program. The contractor shall provide training classes and all the required material to provide students with the proper skills and information to pass the test required to obtain various certification levels. The workshops will be conducted at ARDEC / RDECOM locations using knowledgeable contractor instructors. The contractor shall have access to technical publications and journals specifically focused on Systems Engineering. Access to these writings is made available through memberships in International organizations along with participation in technical forums conducted at various frequencies. This synopsis is open to all business concerns, however, in accordance with FAR 19.501, our intent is to establish BPA's with small businesses. In the event there aren't enough responses from responsible, capable small businesses,then large business responses will be considered. The period of performance for BPAs will be five (5) years from date of award. This is a Sources Sought/Market Survey Announcement and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP), Request for Quote (RFQ), nor is the Government obligated to issue a formal RFP/RFQ. In addition, the Government does not intend to reimburse or pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. All interested and potential firms must be registered in CCR, and current firms must update once a year to maintain active status. However, registration in no way guarantees that a contract or assistance award will be issued. All interested companies are invited to provide their capabilities and qualifications regarding the above stated requirement via email (10MB limit) to the email point of contact listed below; information provided will not be returned.
