- Sources Sought Notice #010711PAS “EPAct Technical Assistance” BACKGROUND Public and private vehicle fleets continue to be the subject of broad interest as a test bed for implementing and evaluating new vehicle and fuel technologies. Federal legislation, such as the Energy Policy Acts (EPAct) of 1992 and 2005 and relevant amendments, established a variety of requirements for certain fleets with one goal being to reduce the nation’s petroleum consumption. Executive Orders have placed additional requirements on Federal fleets. The U.S. Department of Energy (DOE) supports implementation of these requirements for State and alternative fuel provider fleets through its Vehicle Technologies Program, and for Federal fleets through its Federal Energy Management Program. The National Renewable Energy Laboratory (NREL) provides technical, regulatory, and analytic support to these activities. NREL’s role is to analyze and report on fleet progress on reducing petroleum usage, analyze and propose innovations to accelerate progress, and provide tools and resources to enable fleets to meet and exceed their requirements. NREL also assesses the impact of proposed legislation and program strategies on vehicular petroleum consumption, drafts guidance for fleets on new legislative and executive branch requirements, develops implementing regulations for programs related to these fleets, and provides technical evaluations of proposed new alternative fuels. In addition, NREL is tasked with integrating work across several related petroleum-displacement programs, to leverage resources and ensure analytic work is synchronized with technical work in related R&D programs. OBJECTIVE NREL is seeking individuals or organizations that have the required expertise to provide technical, regulatory, and analytical support and assistance to NREL’s EPAct activities. These individuals or organizations will be tasked with specific projects or project elements to support NREL’s annual operating plan. POTENTIAL TASK AREAS A. Possible tasks for this project may include: A.1 Analysis of existing or proposed AFV or petroleum reduction legislation A.2 Development of draft guidance for regulated fleets A.3 Analysis of fleet requests for exemption from requirements based on technical data related to fleet and market characteristics A.4 Analysis of compliance strategies A.5 Analysis of petroleum reduction potential of proposed strategies A.6 Analysis of program data A.7 Coordination of specialized training for fleet representatives to help increase compliance A.8 Coordination, development, and implementation of rulemakings A.9 Database management and input on the development of online tools for regulated entities and computer-based program management tools B. Additional possible tasks for this project may also generally include: B.1 Recommending enforcement activities for covered fleets B.2 Providing information for resolution of Freedom of Information Act requests B.3 Researching and providing recommendations for new regulations based on EPAct and subsequent legislative modifications B.4 Providing recommendations for guidance to fleets, data quality assurance, annual reporting, scientific and legal review of alternative fuel rulemaking petitions B.5 Providing regular interaction with and outreach to federal and state and alternative fuel provider fleets, and other EPAct stakeholders EXPERTISE A detailed accounting of skills related to the potential task areas listed above is requested from interested sources. Organizations or individuals responding to this Sources Sought Notice must possess some or all of the following capabilities, attributes, and skills, and must specifically address the activity(ies) to which their qualifications best apply: 1. The organization/individual will demonstrate an historical involvement in, and extensive knowledge of, the alternative fuels and/or vehicle industry, and EPAct regulations and related guidance materials. The organization/individual will describe its practical applied field experience or expertise with alternative fuel in specific fleet operations, particularly in designing and implementing AFV projects and in facilitating solutions to operational problems of AFV applications. This includes demonstration of appropriate personnel with these attributes, knowledge, and preferred capabilities. 2. The organization/individual will show that it has significant background and experience in providing legal analysis of existing and pending legislation and regulations impacting AFVs, alternative fuels, fleets and petroleum reduction approaches, and transportation issues. Provide examples of analysis and preparation of reports, papers, or other materials on existing or proposed petroleum reduction programs, as well as the preparation of presentations, briefing packages, and input for workshops, webcasts, or other extensive outreach efforts for regulated entities, including managing regulatory hotlines and a list of personnel and publications. 3. The organization/individual will demonstrate its capabilities in analyzing data, including data related to AFVs and alternative fuel use, and petroleum reduction strategies. This may include technical and/or economic data. 4. The organization/individual will describe its abilities and expertise in the area of operating and managing alternative fuel workshops, webcasts, or training sessions at a local or regional level where attendance exceeds fifty (50) people, and/or with smaller groups of AFV stakeholders or individual fleets. 5. The organization/individual will describe its capabilities in the areas of contributing to proposed and final rulemaking process and supporting documents, and supporting the DOE rulemaking process. The organization will demonstrate knowledge of EPAct and the federal rulemaking process. 6. The organization will demonstrate knowledge and skill with customer service via Internet, electronic mail, and telephone assistance. RESPONSE REQUIREMENTS THIS IS NOT A REQUEST FOR PROPOSALS. Responding to this notice identifies you or your organization as an interested party only. Any organizations or individuals interested in working with NREL to provide technical assistance for EPAct activities as described above must submit a brief list of qualifications by the response date (02/03/11). The qualifications submitted shall directly respond to the specific areas of expertise listed above and shall be identified with the applicable and relevant Task Number from Potential Task Areas listed above (e.g., A.3, A.5, B.4, etc.).
