- The planned acquisition will be solicited in accordance with FAR Part 12 - Acquisition of Commercial items in conjunction with FAR 15 - Contracting By Negotiations using best value/tradeoff source selection process, and negotiated in accordance with FAR 15.4 - Contract Pricing under full and open competition after exclusion of sources pursuant to FAR subpart 6.206 - Set-Asides for Service-Disabled Veteran-Owned Small Business (SDVOSB). The planned acquisition is being 100% restricted to Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns in accordance with FAR subpart 19.14 - Service-Disabled Veteran-Owned Small Business (SDVOSB) Procurement Program. The NAICS Code for this procurement is 541513. The small business size standard is $25,000,000. This planned Request For Proposal (RFP) is for an acquisition for DLA Information Operations at New Cumberland, PA Sited at San Joaquin, CA. for Information Technology (IT) Support Services for 1,300 employees. The mission of DLA Information Operations at New Cumberland, PA Sited at San Joaquin, CA is to ensure that all IT equipment, to include network server/hardware, Government workstations, printers, portable computers, and other miscellaneous IT equipment are functioning at all times to support DLA Distribution San Joaquin's mission requirements. Installation, Maintenance, and troubleshooting support is required for approximately 1,500 workstations/laptops, 2,000 printers, and 4,000 peripheral and IT related pieces of equipment to include, but not limited to CD/DVD ROM reader/writers, Ethernet cards, monitors, keyboards, print servers, plotters, scanners, wedges, and zip drives. IT support is also required to analyze, implement, evaluate, document, integrate, and otherwise support the end-users, the depot network, and servers at DLA Distribution San Joaquin, CA Tracey and Sharpe Sites. The planned acquisition is for a base period of one year with two option periods of one year each, if the option years are exercised. The planned award date is 31 May 2011. To receive awards resulting from solicitations issued after May 31, 1998, your company must be registered in the DoD Central Contractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http:// www.ccr.gov. The Government intends to award a contract resulting from this solicitation to the responsible offeror using the Best Value/Tradeoff Source Selection Process. This solicitation will provide the evaluation factors for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award. At a minimum, all prospective offerors shall be required to submit within their proposal the following information: Narrative and supporting documentation stated in the Non-Price Evaluation Factors: Management and Staffing, Quality Control Plan, Corporate Experience, Past Performance Record. The Management and Staffing and Past Performance Record factors have subfactors. It is recommended that any interested parties register at the website for updates, as the Government will post any documents or amendments related to this procurement at the Federal Business Opportunity Website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the RFP. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. It is anticipated that solicitation SP3300-11-R-0007 will be posted on or about 24 January 2011. Information regarding the incumbent contract will be provided at time of solicitation issuance.
