- Description(s): This is a Sole Source announcement. No hard copy RFQ will be prepared or made available for distribution. The Government intends to award a Firm Fixed Price contract to THE MARINE GROUP LLC, 997 G STREET, CHULA VISTA, and CA. for the repair and maintenance of Zodiac Waterborne Crafts. The maintenance and repair of boats is LIMITED to Zodiac Military and Professional (MilPro) Certified Dealer located within San Diego local area (within 25 miles radius of pick up point). The contractor shall provide materials for waterborne craft to include Zodiac Inflatable Boats and Ambars. The contractor shall provide inspection, repair, parts and accessories, and repair training for the Zodiac Crafts. The contractor shall only use Zodiac parts and all parts and accessories must be system matched to the Craft. The contractor will pick up and deliver all Zodiac Craft to Building 145, NAB Coronado, California. The award will be in accordance with Simplified Acquisition procedures, FAR Part 13. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C 2304(c) (1) as implemented by FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within eight days after date of publication of this special notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. ZODIAC/WATERBORNE BOATS MAINTENANCE, REPAIR LABOR AND PARTS CLIN 0001 1 LOT Factory Authorized Repair and Warranty for 18 EACH ZODIAC and other inflatable craft. Contractor will repair Zodiacs to 2nd, 3rd, and 4th echelon of maintenance. Pickup and delivery to 2424 Rendova Rd. Bldg 145, San Diego, 92155. OEM Zodiac Parts required. 24 Hour emergency service, Zodiac Limited Tech Inspection (LTI). Provide Repair Estimate which would include all valve service prior to inflation, a leak test and a written estimate if repairs are required. The price of the LTI will be deducted from the total charge. After LTI, a decision will be made upon cost effectiveness of repair or recommendation to code out the CRRC to DRMO. Conduct Training Classes and certification from ZNA. World Wide Service upon request. Overtime charged after an 8 hour day (IAW with State and Federal Labor Laws). When appropriate, non-government advisors may have access to offeror's proposals and may be utilized to objectively review a proposal in a particular functional area and provide comments and recommendations to the Government's decision makers. They may not establish final assessments of risk, rate or rank offerors' proposals. All advisors shall comply with procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding source selection and proprietary data. Submission of proposal in response to the solicitation constitutes approval to release the proposal to Government Support Contractors.
