Description
This is a source sought Request for Information (RFI) for ID card scanner/reader for the U.S. Department of State, Bureau of Consular Affairs. The purpose of this equipment is to validate various forms of IDs for legitimacy (driver license, military ID's etc.). The North American Industry Classification System Code (NAICS) is 423610. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services. The purpose of this RFI is to identify potential sources that are interested in and capable of providing the equipment herein. SPECIFICATIONS: Reader-Authenticator products utilize a proprietary imaging unit that captures full color, infrared, ultraviolet and coaxial images from all ISO-7501/ICA-9303 complaint documents such as passports, visas, and national travel cards (ID-1, ID-2 and ID-3) as well as non-ICAO compliant documents including driver's licenses (ID-1/CR80), IATA standard, ATB1, ATB2, and TAT document types. The reader should be capable of reading both sides of a card simultaneously and automatically combining/comparing the data and security analysis. RF "smart chip" reading if available. Image resolution should be 600 dpi, maximum document size 2.125" x 3.37" (53.98 x 85.60 mm), hardware interface USB2, Width 4.49" (114 mm), Depth 5.9" (150 mm), Height 2.68" (68 mm), Weight 1.37 lb (620 g). NOTE: A product with similar specifications and dimension can be proposed by the vendors. RESPONSE: Responses must be submitted via email to Gwendolyn Mansfield, Contract Specialist (mansfieldg@state.gov). No phone calls will be accepted. The deadline for the submission of responses to this RFI is 4:00 p.m. EDT, Wednesday, January 19, 2011. All questions concerning this RFI must be submitted by sending an e-mail to Ms. Mansfield no later than 4:00 p.m. EDT Tuesday, January 11, 2011. Questions received after that date will not be answered, unless the Government determines the answer to the question imparts information material to Industry’s ability to respond to this RFI. Government responses to questions will be posted. Responses to this RFI should include the organization’s full name, headquarters location, and location of an office in the Washington, DC area, if any. They should also include the name of a point-of-contact and his/her e-mail and conventional mailing addresses. Firms are invited to indicate their interests and capabilities by providing the follows: •Brief Capability Statement •Description/Specifications of the products •Warranty •Maintenance Services •Subscription Fees •Brochures •Manuals •Cost •Federal Supply Schedule (FSS) /Government Wide Acquisition Contract (GWAC), if applicable •Business Size •Other specific and pertinent information as it pertains to this products. AVAILABILITY: Provide product availability information. Give information detailing if the equipment is available off-the-shelf immediately. COST: Provide the estimated cost or cost range of the ID card scanner/reader. Any discount. This RFI is issued solely for information and planning purposes ONLY, and does not commit the Government to pay any costs incurred in the submission of any information requested. Response to the RFI will not be returned. THIS IS NOT A SOLICITATION/REQUEST FOR PROPOSAL, BUT A MARKET SURVEY TO LOCATE POTENTIAL SOURCES.
