Description
Proposed solicitation is for NSN 2010-01-107-1290. Item is a actuator, deflector manufactured I/A/W dwg 18876 9006686. Solicitation is for a quantity of 5 each, to be shipped to New Cumberland PA 17070-5002. FOB point is destination, inspection and acceptance is at origin. A 120 day delivery is required. Solicitation is set aside 100% for small business. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. This solicitation will be made available on its issue date of 01/24/11, at HTTPS://WWW.DIBBS.BSM.DLA.MIL/. PLEASE NOTE: THE SOLICITATION WILL NOT BE AVAILABLE UNTIL THE ISSUE DATE. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. The Contracting Officer may utilize on-line reverse auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publically disclosed to other offerors and anyone else having access to the on-line auction. This public discloser is anonymous, meaning that each offeror's identity will be concealed from other quoters (although it will be known to the Government), and only generic identifiers will be used publically for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a quote in response to the solicitation, offerors agree to participate in the reverse auction and that their prices may be publically disclosed, including to other offerors, during the reverse auction. An offerror's final auction price will be considered its final quote revision. No price revisions will be accepted after the close of the reverse auction, unless the Contracting Officer decides that further discussions are needed and final quotation revisions are again requested. In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are required to complete an Online Representations and Certification Application (ORCA). The ORCA can be found at http://orca.bpn.gov.
