Description
The U.S. Army Corps of Engineers (USACE) Chemical-Demilitarization Directorate intends to award a performance-based contract to assist the Ministry of Industry and Trade (Minpromtorg) of the Russian Federation (RF) by providing continued technical assistance in the systemization, operations, and maintenance (O&M) of the Shchuch'ye Chemical Weapons Destruction Facility (Shchuch'ye CWDF).. This continuation of support effort at the Shchuch'ye CWDF is funded through the Defense Threat Reduction Agency (DTRA) under an agreement dated June 17, 1992, between the United States and Russia Federation for the Safe and Secure Transportation, Storage and Destruction of Weapons and Prevention of Weapons Proliferation (Umbrella Agreement). The purpose of this acquisition is to provide a full-time on-site staff to provide technical assistance during the systemization and operational phases of the facility in an effort to maintain full operation capability. The effort will include assistance with systemization of installed equipment, technical support services, limited procurement of equipment and spare parts and installation services, verification of work performed at the site, and logistics and administrative support for U.S. program management personnel. As an option, the Government may award a separate task order at a later date to be deteremined for the same or similar type support to an additional CWDF located in Kizner, Russia. The Kizner CWDF facility will present the same or similar requirement as the Shchuch'ye facility in the number and type of munitions to be destroyed. It is anticipated that the destruction of approximately two million chemical weapons at the Kizner CWDF will begin during 2011. This acquisition is for continued U.S. technical assistance to the Russian Federation in support of efforts to destroy chemical munitions. The original objective of the Chemical Weapons Elimination program was to assist the Russian Federation (RF) in establishing a chemical weapons destruction facility (CWDF) near Shchuch'ye, Russia for the purpose of destroying chemical filled munitions in a safe, secure, and environmentally sound manner. Shchuch'ye was the specific location named by the Russian Federation when they requested assistance from the United States in the establishment of a chemical agent destruction facility and the Office of the Secretary of Defense (OSD) Policy guidance supported the request. The assistance provided included integrating and systemizing the processing and associated support equipment and facilities, and commissioning of the facilities as an acceptable industrial complex under RF standards and laws. As construction of the complex neared completion in 2009, the Russian Federation requested continued U.S. technical assistance to monitor and evaluate facilities and equipment maintenance through the remaining agent elimination efforts as a means of assuring continued full functionality of the systems and equipment. These services are classified under North American Industry Classification System NAICS code 541990, "All Other Professional, Scientific, and Technical Services", with a small business size standard of $7 M. The expected contract capacity will be $48.8 Million. The Government will issue the RFP on/about 13 January 2011 for full and open competition.
