Description
Draft Statement of Work for Project BAEY 110166P1 The Air Force is conducting a MARKET SURVEY to determine the interest and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, and Women-owned small business firms in NAICS 237130, size standard $33.5M, for Project BAEY 110166P1, Repair Electrical System, B2145 (PH2). This acquisition is restricted to 8(a), HUBZone, SDVOSB, and Women-owned small business concerns served by the Small Business Administration, Sacramento, CA office. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought notice for planning purposes only. Work shall consist of the furnishing of all labor, materials, supplies, equipment, engineering expertise, transportation, supervision, and all other resources necessary to accomplish this two-part project which will complete the replacement of all existing building power centers with new mini-substations. Part 1 design and engineering work consists of: 1) engineering studies including a load study, short circuit analysis, protective device coordination analysis, voltage stability study, and arc fault analysis, and, 2) preparation of an electrical panels schedule, equipment monitoring report, Uniterruptable Power Supply (UPS) systems evaluation, power fluctuation troubleshooting and design improvement plan, associated electrical drawing as-builts, and all necessary submittals. Part 2 construction work consists of: The supply and installation of 3 ea mini-sub pairs to replace the existing power centers, a new 2000KW generator and load bank, distribution panels and associated control, switching, and backup power equipment, and infrastructure improvements to facilitate a safe and consistent electrical power supply. An attached, draft project-specific Statement of Work forms a part of this market survey, and provides additional details regarding this description of the work. Notice: This is very specialized medium-high voltage work requiring close engineering and construction coordination to ensure the project is completed within the period of performance without any unscheduled electrical power interruptions. Prior experience with medium-high voltage substations is essential. The work site is an active military facility where the contractor will be subject to strict security and operational restrictions. Magnitude of Construction: The estimated magnitude of the project is between $5,000,000 and $10,000,000. Prime contractors who are 8(a), HUBZone, SDVOSB, and/or Women-owned and who intend to submit a bid for this solicitation MUST submit the following by 3:00 p.m. PST on 19 Jan 2011: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of 8(a), HUBZone, SDVOSB, and/or Women-owned small business certification; (3) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers (4) evidence of capability to be bonded for bid, performance and payment bonds within the estimated project magnitude. (5) If your firm is considering a joint venture, you will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval. Firms interested should provide the above documentation; mailed, e-mailed, or faxed responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested 8(a), HUBZone, SDVOSB, or Women-owned small business concerns. Responses shall be limited to 5 pages. Failure to submit all information requested would result in a contractor being considered not interested in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities. This is NOT a request for proposal, and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. The solicitation will be posted on the Federal Business Opportunities website (https://www.fbo.gov/) and no paper copies will be provided. Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, at any time prior to award of a contract.
