- This announcement is a Request for Information (RFI) only. This announcement IS NOT A REQUEST FOR PROPOSAL (RFP). Further, the FAA is not seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or administrative costs incurred which are associated with any response received from industry in response to this RFI. Therefore, any costs associated with RFI submissions will be solely at the interested party's expense. Final determination by the Government not to open this requirement to competition, cased on any information provided, is solely within the discretion of the Government. The purpose of this survey is to improve the Government's understanding of the current marketplace, obtain information on available technology and innovative approaches that may fulfill its mission need, and to gain insight into industry capabilities and best practices. The Federal Aviation Administration (FAA), Airman Testing Standards Branch (AFS) has a requirement to procure a web-based airman knowledge testing management system. The primary goal is to obtain an automated system that provides the means to manage all aspects of FAA airman knowledge testing as required by Title 14 of the Code of Federal Regulations, and in support of the strategic objectives of the International Civil Aviation Organization (ICAO). Highlights of the requirements include: A customized, "off-the-shelf", or newly-developed application which meets the criteria of the attached Vision StatementTimely product delivery at the lowest possible costTechnical support on a 24/7 basisAccess to information technology, educational, and statistical subject matter experts This acquisition will be conducted in a phased approach. This, the initial phase, involves the announcement of the requirement and request for information in order to permit companies to provide the required responses. Only those firms that respond successfully to this announcement will be allowed to participate in the next phase. The remaining phase(s) of this acquisition will be identified in future communications with those firms that successfully respond to this request for information.
