- National Security Technologies (NSTec) is seeking sources that can provide Staff Augmentation support services in accordance with the following: NSTec manages operations at the Nevada National Security Site (NNSS) and its related facilities and laboratories for the U.S. Department of Energy (DOE), National Nuclear Security Administration, Nevada Site Office (NNSA/NSO). Locations of the NSTec facilities and operations include sites at NTS (65 miles north of Las Vegas), Las Vegas, and North Las Vegas in Nevada. DRAFT SCOPE OF WORK Provide technical and safety oversight and guidance for NSTec and customer field work activities in support of Nonproliferation Test and Evaluation Complex (NPTEC) operations. Assist with the planning, set-up, execution, and clean up of projects taking place at various locations around the NNSS. Perform tasks as directed by the NPTEC Field Test Coordinator and the NPTEC Operations manager in support of these activities. Provide technical reviews of project documentation required for the authorization and safe execution of work activities performed at the NNSS. Provide technical reviews and guidance for on-going non-proliferation and Intelligence community research programs and National Laboratories, Universities, and Industry efforts. This requires advanced knowledge of a broad range of science and environment, safety, and health (ES&H) fields; thorough understanding of the current state-of-the-practice, state-of-the-art, and cutting-edge research activities; and knowledge of non-proliferation and Intelligence community requirements and needs. Provide ES&H support and guidance related to field operational activities for NA-22 Office and Intelligence community Program managers. This includes customer meetings and briefings on proposed programs. Work may require attendance at technical meetings and conferences. SKILLS AND REQUIREMENTS Requires advanced technical and theoretical knowledge of current and past field operational activities performed in support of National Security related field experiments. In addition, this work requires an in-depth knowledge of managing field work execution activities to ensure work is performed in accordance with all applicable safety and health requirements. This skill level is typically developed by only senior professionals in the safety management field. Current or recent certification as a Safety Management Professional is required. In addition, to develop the knowledge of the nuclear non-proliferation and Intelligence community requirements requires a minimum 15 years experience interacting with the non-proliferation and Intelligence community. A DOE "Q" clearance or DOD Top Secret equivalent will be required to perform this work.
