- SOURCES SOUGHT FOR MOWING/TRIMMING SERVICES AT PANTEX PLANT 1.0 INTRODUCTION 1.1 Objective The objective of this scope of work is to perform mowing of areas outside of security areas designated by B&W Pantex (Pantex). Included in the mowing will be: • Strip Mowing • Spot Mowing • Full Width Mowing • Weed Eating • Lawn Mowing, Edging, and Grass Catching Mowing will be done on as needed basis for the strip, spot, and full width mowing. Scheduled mowing will be done for the lawn mowing where grasses are irrigated. Additional options for work associated with lawn maintenance and land management in the PPA will be done at Pantex if needed. 1.2 Background 1.2.1 Site History The Pantex Plant is a U.S. Department of Energy/National Nuclear Security Administration (USDOE/NNSA) owned, contractor-operated facility, managed by B&W Pantex, LLC. Pantex was originally constructed by the U.S. Army for production of conventional ordnance during World War II. Pantex was deactivated after the war and the property reverted to the War Assets Administration. Texas Technological College purchased the installation in 1949. The Army Ordnance Corps reclaimed the site in 1951 for use by the Atomic Energy Commission as a nuclear weapons facility. Today the Plant's mission is to assemble nuclear weapons for the nation's stockpile; disassemble nuclear weapons being retired from the stockpile; evaluate repair and retrofit nuclear weapons in the stockpile; demilitarize and sanitize components from dismantled nuclear weapons; provide interim storage for plutonium pits from dismantled nuclear weapons; and develop, fabricate, and test chemical explosives and explosive components for nuclear weapons to support DOE initiatives. The Pantex Plant is located in Carson County, approximately 17 miles northeast of Amarillo, Texas. The plant site is bound on the north by Texas Farm-to-Market Road (FM) 293, on the east by FM 2373, and on the west by FM 683. DOE has 1,526 acres east of FM 2373. To the south, DOE-owned property on the site extends to within 1.6 km (1 mile) of U.S. Highway 60. DOE owns approximately 11,703 acres at Pantex Plant. 1.2.2 Job Description The mowing of all plant grasses shall be in accordance to the vegetation management policy, MNL 293071. The Environmental Stewardship Department will have final approval of the areas and times to be mowed with the exception of the lawns. The total area to be mowed is 708.5 acres. There are 296 additional areas for environmental sampling locations and 8 miles of two-track roads. The Sampling & Analysis Department will have final approval of these environmental sampling locations. These areas are to be mowed with industrial tractors (full width, roadways, security fences, security areas, and perimeter fences), 3 industrial turf lawns with sprinklers and 1 industrial turf lawn without sprinklers. 19.5 acres are to be mowed with lawn mowers designed for lawn use and shall not damage turf. The subcontractor shall provide all equipment, material, labor, personal protective equipment (PPE) and supervision to perform this scope of work. The subcontractor shall mow designated areas with a completion time of not more than 7 days for each mowing, unless delayed by weather or means beyond the subcontractor's control. The contractor, when requested to implement specific options, will perform optional work requirements. The requirements for mowing types are as follows: • Mowing of vegetation not to be less than 4 inches for mowing roadways and full width areas. • Mowing out from all roadways shall be at least 20 feet on both sides. • Mowing out from all security fences shall be 20 feet. • Mowing of industrial turf lawns is limited to a minimum of 2.5 to 3 inches unless otherwise designated by Project Subcontract Technical Representative (PSTR). • Mowing inside of perimeter fence lines 10 or 20 feet. • Mowing Weapon Tactical Training Facilities 16-24, Range 1, and Range 3. Optional work requirements are as follows: • Scheduled fertilizer applications for lawns at 16-12, 12-103, and 16-24 area. • Tree and shrub care; replacing, planting, and trimming of shrubs at 12-2, 16-12, 12-36, 12-103, and 12-72. • Additional acres of same mowing types. 2.0 SCOPE OF WORK 2.1 Project Tasks A summary of the project tasks and deliverables as described in this section is provided as an overview. While the summary provides scope definition to the subcontractor, it is not inclusive. Requests for Information (RFI) shall be transmitted to the Contract Specialist (CS) after the pre-bid walk down. Resolution of comments will be completed three (3) days prior to the closing of the proposal process. This service contract shall be valid for FY11 with options for FY12, FY13, FY14 and FY15. The subcontractor shall provide a proposal for all mowing service for FY11, starting June 1, 2011 and ending September 30, 2011. Proposals will be evaluated two ways. One-time cost per each type of mowing for example (full width cost per acre x 347.7 acres) see table in Section 2.1.5. All mowing will be done on an as needed basis, so actual mowing times may be more or less than estimated. 2.1.1 Mowing of Acreage The subcontractor shall mow the approximately 481.8 acres (full width, roadways, security fences, security areas, and perimeter fences) with industrial tractors. (See Figure 1. "Overview", Figure 2. "North", and Figure 3. "Zones 11 and 12"). They shall not be mowed less than 4 inches. All areas shall be trimmed with powered weed trimmers including all signs, guard rails, culverts, and fences (barbed wire, chain link, & snow). 2.1.2 Mowing of Industrial Turf Lawns The subcontractor shall mow industrial turf lawns with turf lawn mowers designed for lawn use and shall not damage the turf. (See Figure 4. "Lawn Areas," Figure 5. "16-12 & 16-19 Lawns," Figure 6. "12-36 Lawn," Figure 7. "16-24," and Figure 8. "12-103"). The mowers must have the capability to catch all grass clippings from lawn areas. All grass clippings will be disposed of offsite. Mowing height for all lawn areas shall be no less than 2 inches for warm season grasses (17.5 acres) and no less than 3 inches for cool season grasses (2.0 acres). Lawns shall be mowed on a regular basis so as to maintain a well-manicured look, but will not be mowed more than once every two weeks. All concrete walkways shall be mowed over or trimmed but not edged and, if needed, cleaned with leaf blower. Buildings, trees, signs and fences shall be trimmed with powered weed trimmers. Tree protection from the powered weed trimmers is required, no girdling of trees with the powered trimmer is allowed. 2.1.3 Mowing of Perimeter Fences The subcontractor shall mow the approximately 9 acres at 10 feet off of the inside perimeter fence where designated in Figures 9-11. They shall be mowed at approximately 5 inches and as close to the fence as possible without damaging the fence or other associated structures. Weed eating will be done under barbed wire fence along East Entrance to the Plant and along the barbed wire fence starting at east entrance to the southeast corner of the DOE owned property. 2.1.4 Mowing of Environmental Projects and Operations Sampling Locations Groundwater Monitoring Locations (Monitor Wells) The subcontractor shall mow monitor well locations as requested. In general, approximately 263 mowing areas are located in flat, accessible areas and will require a mowed area with a 30-foot radius around each monitor well location. Each location shall be mowed. All well locations shall be trimmed with powered weed trimmers including next to well pads and along fence lines (barbed wire, chain link and snow). There will be a number of the locations where the 30-foot radius is not feasible (near fencing, e.g. PTX06-1038) or necessary (cultivated land e.g. PTX06-1033), or covered by current mowing contract (e.g. PTX06-1003). Over time, there may be additional or fewer locations associated with monitoring wells. Storm Water Sampling Outfalls The subcontractor shall mow storm water outfall locations as requested. In general, these 6 mowing areas are located in or near ditches or drainage areas (some part of the site is likely to be sloped). Each location will require a mowed area with a 20-foot radius (where possible). All storm water locations shall be trimmed with powered weed trimmers including next to sampling units, posts, bollards, signs and along fence lines (barbed wire, chain link and snow). Over time, there may be additional or fewer locations associated with storm water sampling outfalls. Industrial Outfalls The subcontractor shall mow industrial outfall locations as requested. In general, these 6 mowing areas are located in or near ditches or drainage areas (some part or the site is likely to be sloped). Each location will require a mowed area with a 20-foot radius (where possible). All outfall locations shall be trimmed with powered weed trimmers including next to sampling units, posts, bollards, signs, along and under fence lines (barbed wire, chain link and snow). Over time, there may be additional or fewer locations associated with industrial outfalls. Air Monitoring Stations The subcontractor shall mow air-monitoring locations as requested. In general, these 21 mowing areas are located at the Plant perimeter, along a fence line. There are four offsite locations, and18 onsite or perimeter locations. Each location shall be mowed. Fenced locations shall be mowed both inside the perimeter of the station and a minimum of 6 ft.outside the entry gate. All sampling locations shall be trimmed with powered weed trimmers including next to monitoring stations, along and under fence lines (barbed wire, chain link, and snow). Over time, there may be additional or fewer locations associated with air monitoring stations. Two-Track Roadways The subcontractor shall mow two-track roads as requested. In general, these two-track roads are located near and lead to environmental monitoring wells. The subcontractor may use the lay-down area to place temporary equipment and supplies. The subcontractor shall continually maintain lay-down yard free of weeds, and remove trash, debris, and all items owned or used by the subcontractor from the lay-down area during the contract and when the project is finished. The equipment must be disabled by pulling the keys and taking off a battery cable when parked on Pantex overnight. When parking more than two pieces of equipment they will need to be parked in an organized manner so as not to block traffic pattern at 09-061. 2.1.7 Reporting The subcontractor will provide a monthly accrual estimate by the middle of each month to the PSTR by e-mail. The subcontractor will provide a daily stand up safety meeting for all employees and all employees must sign an appropriate paper documenting that the safety meeting took place. The paper work must be provided to the PSTR. A daily activity log shall be kept and will include, but not limited, to equipment inspections, locations mowed, accounts of horned lizards and ground nests, and sign damage. All submittals for payment will be sent to Accounts Payable with the Contract number identified in the correspondence. 2.1.8 Access to Plant Site Upon arriving onsite, the subcontractor or the designated competent safety person(s) and coworkers will report to the PSTR's office, complete and sign a Daily Work Release Form. The competent safety person(s) will sign the Onsite Pager Log and pick up an onsite pager if needed. The pager(s) will be returned to this office when the day's work is complete and the Onsite Pager Log closed out. 2.1.9 Snake Protection When weed eating or doing other work on the ground for this contract, all employees will wear snake boots or snake chaps and other PPE as required. 2.2 Optional Work Requirements A summary of the optional work requirements and deliverables as described in this section is provided as an overview. While the summary provides scope definition to the subcontractor, it is not inclusive. Requests for Information (RFI) shall be transmitted to the CS after the pre-bid walk down. Resolution of comments will be completed three (3) days prior to the closing of the proposal process. Each option for additional work requirements shall be bid separately with each option implemented by direction from the CS. 2.2.1 Option 1. Lawn Care at Buildings 16-12, 12-103, and 16-24 Area. Subcontractor shall fertilize lawns at Buildings 16-12, 12-103, and 16-24. The PSTR and subcontractor will agree to fertility scheduling before applications are implemented. The PSTR and subcontractor will agree to the type and rate of fertilizer prior to application. Fertilizer will be provided by the subcontractor and applied one to two times a year to areas that have sprinkler irrigation. The fertilizer shall be applied according to product recommendations. 2.2.2 Option 2. Tree and Shrub Care at Buildings 12-2, 12-36, 16-12, 12-103, and 12-72 Area. Subcontractor shall replace, maintain, and trim trees or shrubs at Buildings 12-2, 12-36, 16-12, 12-103, and 12-72 areas. The PSTR and subcontractor will agree to shrub trimming and tree replacement needs at these locations prior to work being done. Dead trees will be cut down and stumps removed and new trees planted in the general location. An excavation permit will be required any time trenching or digging is done. Trees must be guaranteed for a year and will be no smaller that 15-gallon size. No bare root plantings are acceptable. At planting all trees will have Root Stimulator applied around the tree, and again in one and two weeks after planting. All trees not just newly planted will have protection around the trunk to minimize rabbit damage and weed eating scaring. The subcontractor shall provide the tree(s) and tree protector(s) when asked to replace or plant a new location. Trees shall be 15-gallon and at least 1.25-inch caliper inch, measured at 5 inches above soil surface. The PSTR will be consulted as to the type of tree to be planted at each location. Acceptable trees for Pantex are: Chinese Pistache Golden Rain Tree Red Oaks Burr Oaks Austrian pines Trees that are dead and must be replaced: 16-12 front of building, nine trees 16-12 back of building, three large trees 12-103 front of building, one tree Shrubs will be trimmed at least once during the growing season with as little of the growth removed as possible to maintain the original shape of the shrubs. Please consider a shrub to be 10 feet by 25 feet by 4 feet in height for general dimensions. Number of shrubs to be trimmed: 12-2, four shrubs 12-72 and east of 12-36, eight shrubs 12-70 parking lot north, west, and south sides, thirty-nine shrubs 16-12 front of building, twenty shrubs 16-12 back of building, six shrubs 2.2.3 Option 3. Additional Acres of Same Mowing Types The subcontractor may be asked to mow additional acres for mowing types identified in Section 2.1. The subcontractor and PSTR shall agree in writing and approved by the CS as to how many acres are need to be mowed and the cost shall be the same as in the proposed cost for mowing types in Section 2.1, if funds are available. 3.0 REQUIREMENT 3.1 Health and Safety The subcontractor will develop and submit a Health and Safety Program (HSP). Each job task will require an Activity Hazard Analysis Form (AHA) and as required in the Division 1 Specifications, Section 01500. The HSP will be approved and a Safety Work Permit if required will be issued by B&W (Industrial Safety) prior to any field activity. The contractor will identify the safety representative who is conversant in and meets the requirements of the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA); specifically, 29 CFR 1910 and 29 CFR 1926. All vehicles used on the Plant shall be equipped with a 10 lb ABC fire extinguisher, and shall be "clearly marked" with the company logo. All equipment may be inspected and approved for use at Pantex by a Pantex Plant Safety officer prior to any work done with that piece of equipment. All injuries or incidents incurred while working at Pantex shall be reported to the Operations Center at extension 5000 and the PSTR. If an injury occurs, there will be an investigation and corrective actions taken. The subcontractor shall report to the PSTR's office or designated back up each and every time they come onsite. A schedule and plan for the day will be evaluated and agreed to. The subcontractor's Safety Competent Person(s) shall check out a designated pager or pagers if they do not have an issued pager while working at Pantex. At the end of a work day the contractor shall return the pager(s) to the PSTR's office and check it or them back in. 3.2 Project Schedule The subcontractor will commence work within 14 days of being awarded the contract and notice to proceed. All required documents shall be submitted within 7 working days of contract award. Mowing will be done on an as needed basis. The subcontractor shall respond to mowing needs at Pantex Plant Site within 48 hours or sooner if possible, upon notice from PSTR that mowing services are required. 4.0 GENERAL REQUIREMENTS 4.1 Pantex Plant Site Regulations The subcontractor and respective employees will comply with all Pantex Plant standards and procedures, including fire, traffic, safety, and security regulations. Specific information may be found in the attachment titled Contractor Information Packet for B&W Subcontractors. The subcontractor and respective employees may be subject to a pre-screen security check. Personnel working at Pantex Plant site will keep within the limits of the work area (and avenues of ingress and egress); and they will not enter restricted areas unless approved to do so by the PSTR and Security. The subcontractor is responsible for obtaining all required permits to perform work at Pantex Plant. The subcontractor will abide by all lead times for obtaining permits, as outlined in the Contractor Information Packet for B&W Subcontractors. The subcontractor shall provide the PSTR with all badge numbers associated with this contract for purposes of routine accountability at Pantex. The subcontractor shall report any damage to signs or other infrastructure incurred while mowing or weed eating at Pantex. Damaged or run over signs incurred while mowing or weed eating are to be repaired and reinstalled at the expense of the subcontractor. The Environmental Stewardship Department's Natural Resource Coordinator would be contacted if the nest of any bird were encountered while mowing or weed eating. With the exception of feral pigeons, house sparrows, and European starlings, all birds and their nests are protected by the Migratory Bird Treaty Act and/or state regulations. Nests of protected species cannot be disturbed. Any Texas Horned Lizards encountered at the site would be moved out of harm's way. The PSTR will provide the interface between Pantex Plant personnel/government agencies and the subcontractor. The subcontractor shall also be aware that a change in the National Security conditions may restrict access to the Pantex Plant at any time. 4.2 Equipment Inspections All equipment used at Pantex will be inspected. All equipment used on site by the subcontractor may be subject to a safety inspection by Pantex Safety personnel prior to use. Pantex Safety may perform the inspection on a per first time use per piece of equipment at Pantex. Any tools or equipment deemed unsatisfactory will be removed from the site and replaced or repaired by the subcontractor at their expense. The subcontractor shall have an equipment inspection checklist for each piece of equipment used. The checklist shall include, but not be limited to, proper maintenance, safety guards and warning signs in place, and operator knowledgeable of operating equipment. The subcontractor shall go through the checklist for each day of use at Pantex and be kept in the subcontractor's files. The checklists shall be available for inspection or audit by Pantex Safety personnel or the PSTR. 4.3 Waste Management The subcontractor will follow waste management policies by disposing of all grass clippings, tree limbs, and trash offsite. The subcontractor will not be responsible for developing a Contractor's Waste Management Plan (CWMP) as long as the generated clippings, limbs and trash are disposed of offsite. If not disposed of offsite, the subcontractor will develop a CWMP. The subcontractor will manage all materials generated during the performance of the field activities associated with this SOW. 5.0 GOVERNMENT-FURNISHED PROPERTY None 5.0 GOVERNMENT-FURNISHED FACILITIES None 7.0 PROJECT DELIVERABLES The subcontractor shall provide supervision, mowing equipment, weed eating equipment, qualified operators of said equipment and all PPE required by B&W Pantex and the subcontractor, and safety competent personnel when working onsite. The subcontractor shall provide PSTR monthly accruals by the middle of each month as required by this contract. Written deliverables by e-mail will be 24-hour notifications and weekly logbook entries. 8.0 APPLICABLE DOCUMENTS 8.1 Documents Provided with this SOW The following documents may contain information pertinent to this specific project, and are provided as attachments to this SOW. • Maps of areas to be mowed • Requirements from Contract Administrator
