Description
PURPOSE: The Honolulu District U. S. Army Corps of Engineers intends to issue an Invitation for Bid (IFB) for a firm fixed price construction repair of the landslide area in American Samoa. PROJECT DESCRIPTION: This project description is not intended to be all encompassing in the descriptions. Construct permanent repair of the landslide area resulting from a cyclone overlooking a portion of Route 118 in the vicinity of Samoana High School, Utulei American Samoa. Repairs include site clearing and grading; stabilization of the slope face by installing an anchored wire mesh system of approximately 43,000 SF; shotcrete apron on the upper face of the slope for erosion protection; construction of a concrete cantilever slab; and miscellaneous utility replacements. NAICS AND SIZE STANDARD: The NAICS code for this project is 237310 with a small business size standard of $33,500,000. COMPETITION: IFB W9128A-11-B-0001 shall be unrestricted to promote full and open competition. The project specifications and project location will be defined in the Solicitation document. Offerors must have sufficient bonding capacity. A bid bond at 20% of the bid amount will be required, and the contract awardee will be required to provide performance and payment bonds each at 100% of the contract award amount. Liquidated damages will be specified. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The disclosure of magnitude range is between $1,000,000 and $5,000,000. SOLICITATION RELEASE DATE: The anticipated release date for IFB W9128A-11-B-0001 is on or about January 21, 2011, with a projected bid submission date of February 21, 2011. CENTRAL CONTRACTOR REGISTRATION (CCR): All contractors must be registered in the DOD's Central Contractor Registration (CCR) database as required by DFARS 204.7300. Offerors must be successfully registered in the CCR, www.ccr.gov, in order to receive a Government contract award.
