Description
Q&A 1) The SSN provides a section called "SYSTEM DESCRIPTION and SYSTEM REQUIREMENTS". Is the "SYSTEM DESCRIPTION" section provided just for general background of existing system operation? Or, is a proposed solution expected to either include or interface to the different elements identified in the SYSTEM DESCRIPTION such as Smart Adapter and ICM? Answer: The system description provides background for the current EMD configuration. The proposed solution should address of all of the information requested in the sources sought. 2) Please provide a block diagram of the current MSCCS solution showing the interconnections among the system components and the external systems including the VIC-3 intercom and the Mounted Soldier Display System (MSDS) as described in the Sources Sought announcement. Based on the description provided, a block diagram would help clarify. Answer: The Government will not provide any technical data other than what was provided in the RFI. Should this action result in a competitive solicitation, it will most likely be procured via a performance specification. 3) ICM Questions a. Can you fully describe the functionality of the ICM? Answer: The current configuration ICM provides for channel, volume and push-to-talk switching. Additionally it provides the capability to detect when the soldier becomes disconnected from the intercom. When un-tethered, the ICM will signal the JEM to transmit and provides power from the radio battery to the headset. The ICM also controls the Display Subsystem (brightness, video display selection). b. What are the connectors, pinouts and protocols of the ICM if we are expected to interface to this device? Answer: Government will not provide any technical data other than what was provided in the RFI. Should this action result in a competitive solicitation, it will most likely be procured via a performance specification. c. Does the ICM control the FFCS when tethered or does it only control the wearable communication System ensemble? Answer: No. The ICM does not control the FFCS. d. What are the ICM requirements relative to the display system? Answer: When tethered, the current configuration ICM controls the Display Subsystem (brightness, video display selection). 4) Smart Adapter Questions a. What are the components of the Smart Adapter? Does it include all the interface cabling as well as the control box? Answer: Government will not provide any technical data other than what was provided in the RFI. Should this action result in a competitive solicitation, it will most likely be procured via a performance specification. b. Is the Smart Adapter needed for both ICM and non-ICM configurations? Or, does an ICM eliminate the need for a Smart Adapter altogether? Answer: Under the current configuration, the ICM potentially reduces the total number of Controllers required. Depending on use, the current configuration ICM can be used in lieu of the Smart Adapter and DCM. c. What are the connectors, pinouts and protocols of the Smart Adapter if we are expected to interface to the device? Answer: Government will not provide any technical data other than what was provided in the RFI. Should this action result in a competitive solicitation, it will most likely be procured via a performance specification. The system description provides background for the current EMD configuration. The proposed solution should address of all of the information requested in the sources sought. d. Does the Smart Adapter control the FFCS when tethered or does it only control the wearable communication System ensemble? Answer: The current configuration Smart adapter does not control the FFCS. 5) Is the Band Pass Filter required to be included as part of the overall system solution? If so, what are the filter characteristics? Answer: A band pass filter may/may not be required depending on the proposed solution. 6) The system description discusses a number of different cables (Vehicle Intercom cable, Antenna cable, BPF cable). Are we to quote A-Kits including cables? Answer: No. This solicitation is for B-Kit production only.
