Description
NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) for Scientific andTechnical Support Services within the Global Modeling and Assimilation Office (GMAO). This is a competitive follow-on to contract NNG06HX**C. This support includes, but is notlimited to: 1) scientific research and development support; 2) development andmaintenance of operational capabilities; 3) project management support and 4) dataanalysis. Specific work elements within the above areas are described as follows: providecomprehensive diagnostic, monitoring and evaluation tools for GMAO prediction models anddata assimilation systems for applications including numerical weather prediction,climate analysis and prediction, observing system evaluation and design of new NASAsatellite missions and significant technical input to NASA's instrument team algorithms.The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside.The NAICS Code and Size Standard are 541712 and 1000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the DRFP is on or about February 14, 2011. Thiscompetitive procurement will result in a Cost Plus Fixed Fee (CPFF) Indefinite Delivery,Indefinite Quantity (IDIQ) contract.NASA Clause 1852.215-84, Ombudsman, is applicable. See NASA Specific Note B.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASABusiness Opportunities home page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=.Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted.
