- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Proposals is being issued as a 100% SMALL BUSINESS SET-ASIDE under FAR Subpart 19.505-2. The North American Industry Classification System (NAICS) code is 441221"Motorcycle, Boat, and Other Motor Vehicle Dealers" with a small business size standard of $7M. This notice and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32, effective March 31, 2009. Contract Terms and Conditions; 52.212-05, Contract Terms and Conditions Required to Implement Statutes and Executive Orders, to include 52.219-08, 52.222-03, 52.222-50, 52.225-13 and 52.232-33; 52.225-21 through 24; 52.215-02, Alt I, Audit and records; 52.216-24, Limitation on Government Liability, 52.216-25, Contract Definitization, 52.233-04, Applicable Law for Breach of Contract Claim; and 52.244-06, Subcontracts for Commercial Items. The U.S. Fish and Wildlife Service, Northeast Region has a requirement for a 27-28 foot offshore workboat with a beam between 9'6" and 10 feet. Vessel will be used to transport equipment and personnel to islands along the Maine coast up to 26 miles offshore. All responsible sources may submit a proposal which shall be considered. The solicitation package, including technical specifications and proposal documents will be posted to www.fbo.gov on January 3, 2011. Proposals will be due on January 14, 2011 by 4:00 pm (Eastern Standard Time). Interested contractors must be registered at the Central Contractor Registration (CCR) website at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov, to be eligible for award. Maine Coastal Islands NWR - Specifications for 28' Fiberglass, deep V hull, forward cabin boat Maine Coastal Islands NWR is seeking to acquire a 27-28" offshore workboat with a beam between 9'6" and 10 feet. The vessel will be used to transport equipment and personnel to islands along the entire Maine coast up to 26 miles offshore. Due to its use offshore in high seas the minimum hull dead rise should be 21 degrees. Fiberglass is preferred for this vessel due to its better ride in high seas and ability to absorb hull vibrations. The vessel will need a minimum of a 200 gallon fuel tank for extended trips offshore. The hull should be self-bailing and injected with flotation foam for added safety in the event of a boat swamping. The boat should also be rigged for dual outboard engines for added safety in the event of an engine failure. The boat should have a fully enclosed forward cabin and pilothouse with locking rear door for security. Deck area rear of the pilothouse should provide a minimum deck space of 130" long by 80" wide and 25" depth for storage of gear, personnel and life boat. Electronics should be powered by two separate 12V systems to enhance safety. Hull should include a bow rail to fasten gear and as a handhold for passengers, anchor storage, navigational lighting, and trim tabs to equalize gear loads. The boat should come pre-fitted to a galvanized or stainless steel beam trailer with stainless brakes, glide bunk rails, spare tire and side load guides.
