Description
THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS.No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Standard company brochures will not be reviewed. The Environmental Protection Agency (EPA) is performing market research to determine potential Small Business sources in preparation for future procurement. A brief description of the work is as follows: The EPA, Assessment and Standards Division (ASD) of the Office of Transportation and Air Quality (OTAQ) administers portions of Title II of the Clean Air Act (CAA), as amended in 1977 and 1990. OTAQ?s responsibilities under Title II include setting emission standards for on- and off-highway mobile sources and assuring compliance with such standards; evaluating the emissions and fuel consumption characteristics of current and potential future on- and off-highway motor vehicles, motor vehicle engines, propulsion systems and components thereof; and assessing the effectiveness and cost of current or potential future motor vehicle emission control systems. Additional OTAQ?s responsibilities under Title II include regulating motor vehicle fuels and fuel additives; assessing the emissions characteristics of current or potential future motor vehicle fuels and fuel additives; and characterizing the environmental and health effects of currently-regulated and non-regulated motor vehicle emissions from a wide variety of motor vehicles operating on a broad range of fuels and fuel additives. OTAQ is also required to evaluate the driveability, safety effects and fuel economy impact of vehicle and fuel regulations, as well as their financial impact on the regulated industry and on consumers. OTAQ also has responsibilities for developing promising new technologies to achieve these ends. All of the specific areas to be addressed in the capability packages submitted by respondents are as follows: Capabilities to provide testing, monitoring, and analytical support for emissions characterization. Capabilities to provide technology assessment and test procedure/equipment development related to regulated and unregulated emissions and fuel consumption for a wide variety of highway and non highway vehicles/engines. Capabilities to assess the safety impacts of possible vehicle or fuel-related operating characteristics or emission control strategies. Capabilities to provide compositional and/or other analysis of gasoline and diesel fuels. The successful contractor on any resultant contract will be expected to provide all necessary labor, materials, and services, unless otherwise noted in the final solicitation. A draft copy of the Statement of Work can be obtained from the OAM website: http://www.epa.gov/oam/cinn_cmd/ A cost-plus-fixed-fee, level of effort, term-type contract is contemplated with one 12-month base terms plus four (4) 12-month options to extend the term at the choice of the Government. The base level of effort for each term is approximately 4,100 direct labor hours. Options to increase the level of effort for each term by up to an additional 11,000 direct labor hours will also be included. The applicable NAICS code is 541330 with an applicable size standard of $4 million dollars. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses. Due to actual conflict of interest concerns, the Government anticipates exclusion from award all motor vehicle and engine or non-road engine manufacturers and fuels and or fuel additives producers. Specific excluded sources shall be identified in the solicitation. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm?s ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis.
