- The Army Contracting Command Joint Munitions and Lethality Life Cycle Management Command, on behalf of the U.S. Army RDECOM-ARDEC (Picatinny Arsenal) Weapons & Software Engineering Center (WSEC) is seeking potential sources that have the capability to design and prototype a Nonlethal weapons system that can provide a consistent Nonlethal effect across varying ranges. Interested sources shall provide a response in the form of an information paper detailing their proposed concept with regards to the nonlethal effect, ranges, and other system requirements described below: (1) Desired nonlethal effect. The system shall accomplish at least one of the following four Counter-Personnel tasks: (a) Deny Access Into/Out of an Area to Individuals. (b) Move Individuals through an Area. (c) Disable Individuals. (d) Suppress Individuals. (2) Primary characteristics. (a) Minimum safe range: 5 meters from muzzle. In your information paper, please explain how your concept will not be lethal if employed on close targets. (b) Maximum effective range: Up to 400 meters. Please explain how your concept will be able to deliver a consistent nonlethal effect across the entire engagement range. (c) Form factor shall be a weapon system that is capable of being both a stand-alone individual weapon, and a mounted system under the M4 / M16 rifle. (d) When mounted under barrel, the system shall not degrade the function or accuracy of the host weapon, or interfere with the employment of the host weapon or other mounted devices. (e) Shall fire nonlethal munitions only. It is not desired that the system be a multipurpose platform for firing existing/lethal munitions. All data should be submitted via e-mail by COB February 4, 2011 to Scott Dern, email: scott.dern@us.army.mil. In addition, please provide the firms name and address, point of contact with telephone number and email address, and size of business (small/large). TELEPHONE INQUIRES WILL NOT BE ACCEPTED. The Government will accept written questions by email only. This is a market survey to be used for informational planning purposes only and shall not be construed as a Request for Proposal (RFP), nor is the Government obligated to issue an RFP. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The information submitted will not be returned. The government is not obligated to notify respondents of the results of this survey.
