Request for Information (RFI) for DEFENSE LOGISTICS AGENCY (DLA) DLA LOGISTICS INFORMATION SERVICE, HART-DOLE-INOUYE FEDERAL CENTER (HDIFC), BATTLE CREEK, MICHIGAN TECHNICAL AND OPERATIONS SUPPORT REFERENCE #: RFI-BC11001 SYNOPSIS: This Sources Sought/Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. It is not a Request for Proposal or a promise to issue a Request for Proposal in the future. This RFI does not commit the Government to contract for any supply or service, nor does it restrict the Government as to the final acquisition approach. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI. Responses will not be returned. 1. BACKGROUND. The Hazardous Materials Information Resource System (HMIRS) is a Department of Defense (DoD) automated system developed and maintained by the Defense Logistics Agency. HMIRS is the central repository and authoritative source for Material Safety Data Sheets (MSDS) for the United States Government military services and civil agencies, per DODI 6050.05. It also contains government unique value-added information input by the service/agency focal points. This value-added data includes HAZCOM warning labels and transportation information. The system assists Federal Government personnel who handle, store, transport, use, or dispose of hazardous materials. MSDS information includes chemical constituency and hazard communications information needed to comply with the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA) and the Department of Transportation (DOT). DoD focal points scan the MSDS into HMIRS and enter value-added information related to transportation, labeling, environmental, and disposal information into the system. DLA Logistics Information Service has an ongoing requirement to improve the quality and efficiency of hazardous materials information life-cycle management to ensure current and future regulatory requirements are met. DLA Logistics Information Service requires information on available industry Commercial-Off-The-Shelf (COTS) hazardous materials management applications. 2. PURPOSE. The purpose of this Request for Information (RFI) is to conduct market research which will be used to ensure DLA is using the most appropriate and advantageous COTS application to manage its hazardous materials information. 3. REQUIREMENTS. The following are areas the Government requires input and feedback related to COTS hazardous material information management applications. Interested companies are requested to submit a maximum 6 page statement of their knowledge, experience and capabilities to perform the following: a. Relevant experience with federal customers (work similar in type and scope). If applicable, provide a list of: name of the federal agency, an agency point-of-contact and description of the services provided. b. Alternate language and/format support. Ability to display product data in alternate languages and formats (i.e., ASCII, HTML, PDF, RTF, etc.) when available. c. Section 508 compliance. See: http://section508.gov/index.cfm?FuseAction=Content&ID=12 for standards. d. Role based access and authoring features of the application. e. Ability to support a proprietary (client) and non-proprietary (Web-enabled) version of the application to restrict access to proprietary data. f. Capability to produce tailored product data onto CD-Rom/DVDs to allow off-network users to search and view hazard documents and supporting data. g. Briefly describe the administrative capabilities of the application such as: platforms supported, number of concurrent users, access controls (i.e., passwords, ActivClient for CAC-PKI, etc.), archiving abilities for product records (MSDS), maximum number of product records that can be stored, capability to display security markings on application screens and on all print-outs of product records (e.g., For Official Use Only (FOUO), document compression for MSDSs and out-of-the-box reports, measures, statistics and queries, xml capabilities and other. h. Vendor's ability to provide: Application maintenance and support (i.e., emergency, preventive, and routine maintenance, etc.) and application enhancements (i.e., regulatory and technology driven, government unique requirements, software upgrades, etc.). i. Application's ability to incorporate hazardous materials initiatives such as: the United Nations Globally Harmonized System of Classification and Labeling of Chemicals (GHS), Registration, Evaluation, Authorization and Restriction of Chemical substances (REACH) and value-added data unique to the government. 4. RESPONSES. Responses to this RFI are to be submitted by e-mail to Jo.Spight@dla.mil and RECEIVED by 5:00pm Eastern 31 Jan 2011. Responses must be single-spaced, Times New Roman, 12 point font, with one inch margins, and compatible with MS Office Word 2003. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly.
