- Document Type: Special Notice Notice of Intent NAICS Code: 541612 - Human Resources Consulting Services The United States Department of Commerce, International Trade Administration (ITA) intends to award a fixed price contract on a sole source basis, under authority of Federal Acquisition (FAR) 6.302 Other Than Full and Open Competition to Champion Services, Inc as a follow-on to the previous 2005 assessment exercises to provide services to update the 2005 Foreign Commercial Service Job Analysis. The expert technical advice is based on past/current State/Commerce Foreign Service Job Analysis and human resource practicesin order to execute an update to the Commercial Service (CS) 2005 Job Analysis (JA), to create a competency model, and to align hiring and promotion "precepts" (job criteria). Champion Services, Inc completed both the original JA in 2000 and the 2005 update, including developing and administering the survey instrument used to collect job data. Hence, Champion Services, Inc is uniquely positioned to re-administer the survey and meet CS needs in a timely and economical manner. In addition, the CS wishes to use as a model and reference point work the State Department has already developed and implemented with respect to Foreign Service Job Analysis, development of a Foreign Service Officer-based competency model, and alignment. Champion Services, Inc is uniquely positioned to meet the CS needs because of their extensive and ground-breaking job analysis/competency and operational familiarity with CS mission, practices and modeling work with the State Department on entry-level Foreign Services, they already completed two of those major strategic reports for the State Department. The period of performance will be from date of award through 6 months. Vendors who believe they have the ability to provide the specified service and technical support are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative written responses must be received no later than 7 days after this publication.
