- Register of Wage Determination Under the Service Contract Act 05-2103 Solicitation Cover Letter Statement of Work SF-1449 1. Purpose The purpose of this Statement of Work (SOW), is to provide the Federal Bureau of Prisons with language translation support for policy-related documents and other documents mandated by the Director and/or by court action. 2. Point of Contact As Specified 3. Definitions Level 1 Translation: This term is used to describe a translation obtained from the Bureau of Prison's translation system, provided "As is" with very limited review or manual improvements to the files. Requestor's bilingual staff can use this translation output to optimize the time required to translate documents and information such as Institution Supplements, safety talk manuals, etc. Level 2 Translation: This term is used to describe a translation obtained from the Bureau of Prison's translation system and modified and improved manually by the contractor. This service is reserved for nationwide publications such as Program Statements and mission-specific manuals. 4. Contract Type and Schedule Contractors will be used on an hourly-basis rate, not to exceed a total of 1980 hours per year. The term of this contract is a base year plus four option periods. Base Period: Date of Award through September 30. 2011 Option I: October 1, 2011 through September 30, 2012 Option II: October 1, 2012 through September 30, 2013 Option III: October 1, 2013 through September 30, 2014 Option IV: October 1, 2014 through September 30, 2015 5. Place of Performance 400 First Street NW, Washington, DC 20534 and in the Mid-Atlantic Regional Office located at Annapolis Junction, 302 Sentinel Drive, Annapolis, MD 20701. Contractor may also visit NARA locations in Washington, DC and College Park, Maryland. Short-term travel assignment within the continental U.S. may be required. 6. Description of Work I. Language Rules Database a. Maintain the electronic Bureau of Prisons general correctional dictionary of terms as well as subject-specific language rules databases, established by the Bureau of Prisons, for use with Spanish Translations II. Translate Documents from English to Spanish a. The contractor will perform a "Level 2" translation and synchronize content and page count references to a new translated material. III. Translate Documents from English to Spanish, French, German, or Italian a. The contractor will perform a "Level 1" translation of Bureau of Prison documents using automated software. IV. Technical Administrative Support a. Perform related document conversion/automation support tasks as assigned. b. Assist with the management of policy related paper and electronic documents, including records management supporting tasks as assigned. c. Other translation services originating from the Director's Office, or as required by court or external entity (Congress, Department of Justice, Presidential) directive. 7. Program Management The contractor shall provide a Point of Contact (POC) who shall be responsible for the delivery of language translation support services under this contract. The POC shall have the full authority to act on behalf of the contractor in all matters relating to the daily operation of the contracted language translation support services. The contractor shall designate this individual in writing to the Contracting Officer prior to the start-date of the contract. An alternate POC may be designated; however, the contractor must identify those times when the alternate shall be the primary POC. The contractor will provide a monthly billing statement to the Contracting Officer that accurately the number of hours worked each day and the total dollar amount due for that month's services. Payment will then be made monthly upon submissions of payment vouchers by the contract monitor or their designee. 8. Minimum Requirements/Qualifications I. The contactor is required to have at least three (3) years experience in translating policy documents using translation support software/databases. II. A four-year degree in Spanish is required. III. Three (3) years experience with law-enforcement and cultural linguistics applicable to the field of corrections is also required. 9. Required Skills I. Bilingual Skills a. The contractor is required to have full bilingual skills (reading, writing, speaking, and the ability to analyze concepts in English and Spanish). Prior to contract award, the proposed contractor's experience will be verified with an oral interview in both languages and in a written translation exercise. II. Office Automation Skills a. The contractor personnel must have work experience with MS Windows XP workstations. The contractor must have work experience using PROMPT automated translation software. Significant work experience on another MS Windows - based word processor may be accepted, at the sole discretion of the agency, in lieu of this requirement; however experience with translation software is mandatory. III. Legal/Criminal Justice Background a. The contractor is expected to have some work experience with legal, correctional, or criminal justice documents and information. 10. Validation of Credentials and Technical Qualifications Prior to award of this contract, the contractor must provide resumes of the proposed personnel offered in support of this project. The resumes will be used to evaluate the contractor's qualifications for the job. The agency will have the right to interview and test the skills of the prospective candidate to evaluate the experience and knowledge in areas specified in this SOW. The agency shall have the right to review and qualify these resume credentials. The agency will qualify the contractor based on the review of the contractor's candidates, resume, and/or oral interview. Technical qualifications will be based on the evaluation process described herein. In the event that a contractor employee is replaced, or otherwise leaves during the contract period, replacement personnel will be subject to the above stated evaluation criteria. The Federal Bureau of Prisons reserves the right to reject replacement personnel deemed to be under qualified. 11. Method of Evaluation The Federal Bureau of Prisons anticipates making a single award contract based on a technically acceptable/lowest price source selection. This will be an "all or none evaluation." Quotes will be required to meet all criteria specified in the attached statement of work in order to be considered for award. The evaluation factors and significant sub-factors that establish the requirements of acceptability are set forth herein. Award shall be made on the basis of the lowest evaluated price of responses meeting or exceeding the acceptability standards for non-cost factors. Tradeoffs are not permitted. Quotes are evaluated for acceptability but not ranked using non-price related factors. The Federal Bureau of Prisons may make award without discussion, however reserves the right to open discussions if deemed necessary. Quotes will be evaluated in the following areas: 1. Technical Acceptability 2. Price 3. Past Performance Past Performance: The contractor shall include in their quote response, a minimum of three (3) past performance references for work performed within the last five (5) years. Each reference shall include a valid point of contact and a telephone number, fax number, and email address for that individual. Responses that do not include this information will not be rated on Past Performance.
